Rural Dairies #01: Reflecting on Challenges in Infrastructure #projectdelivery Looking back on my tenure as a #utilities engineer at LachlanShireCouncil, I am prompted to outline the challenges that defined my experiences. Role Responsibilities: A key responsibility was the delivery of projects aligned with the four-year capital works programs. Projects varied in scale from small to medium, each demanding skill sets tailored to its complexity. Geographical Challenges: Being situated in a rural town, a substantial distance from major centers like Sydney and Melbourne, posed a significant challenge in sourcing the necessary skill sets for project execution. Some projects were smaller scale so avoid attracting tier 1 or 2 contractors from metropolitan areas. However, they were simultaneously larger and more complex, surpassing the capabilities of local limited contractors. Project Delays and Carryovers: Consequently, certain projects extended beyond the standard delivery period, occasionally requiring carryovers to the next financial year. A primary challenge involved establishing a network of local contractors from nearby centers to engage in listed projects and prevent unexpected delays. Ongoing Struggles for Rural Councils: I posit that this challenge remains prevalent among rural councils involved in infrastructure projects today. Initiating Discussion for Solutions: In opening this discussion, I invite your insights and comments on strategies to overcome this persistent challenge in the landscape of rural infrastructure project delivery. When you get to start with a blank canvas… it can be intimidating… or a brilliant opportunity. Green fields site establishment is where you get to plan thoroughly, tailor it to suit operational needs and take full ownership. No retrofitting or interventions required. Brand new… Everything from ablutions, offices, stores, lay down yards, security facilities, access roads, accommodation, messing, comms/ data centers etc on the site can be properly rationalized… These initial or temporal facilities, need to be established sensibly, so that if the project goes, it does not have to be reestablished a second time… or choke the site so to speak. These facilities should be placed out of the way, so as not to disrupt operations and construction of permanent facilities down the line. DOGMA uses site rationalization and topography to the organization’s benefit. Dare we say… there is a need for urban layout planning on a mine site. This is often not given the complete comprehensive overview required, and rather driven by departmental requirements, which then don’t have a tangible link to other departments. The relationships between departments will affect efficiencies and productivity. Absorbing more cost on earthworks, for example, might actually reduce travel time considerably over life of mine. Time, cost per km, wear and tear on vehicles all goes into the mix. Shared services aren’t always economically viable, and even minor interventions and more accessible services, make a big impact over the longer term. Temporal will often become dysfunctional permanent. Planning with second life use in mind is vital, as facilities might serve its purpose phase one, but should be designed with flexibility in mind for the next phases. Build in contingency and float without allocating additional budget. The co-investment of developers in infrastructure in greenfield areas is always a tricky thing. And the recent cancellation of a 3500 lot development in Caboolture cited the feasibility and infrastructure challenge of delivering the development. Looking into it further I found that the per capita spend in the Moreton Bay - North region on transport and main roads was substantially below that of Metro Brisbane and Queensland in general. I find this really strange for a region with a population growth rate well above 2%. There is all this talk about state infrastructure pipelines, so not sure under what justification so little can be spent on physical infrastructure in and around Caboolture. #Infrastructurespending #housingcrisis

In Q2 of the 2023/24 fiscal year, capital expenditure reached 20.7% of the allocated budget, with sanitation emerging as the leading contributor to growth. Notably, the sanitation department saw a significant 47.6% increase in capital expenditure, driven by projects such as alternative sanitation technology and sewer upgrades. Following closely, health & social services recorded a 26.9% growth, focusing on enhancing health infrastructure. Engineering department witnessed a 19.8% rise, primarily attributed to stormwater and road projects. Meanwhile, the transport authority and water department experienced growth rates of 18.7% and 11.5%, respectively, with a focus on corridor construction and water infrastructure enhancements. Collectively, these departments constitute the top 5 capital budget spenders, illustrating a diverse range of investment priorities aimed at bolstering critical infrastructure and service delivery. Among the fastest growing counties in the United States, Kern County, number 86 on the list, stands out for its intriguing character. This county, without a major metropolitan hub, still boasts impressive growth, possibly spurred by its proximity to Los Angeles. It might come as a surprise that Bakersfield, the county’s largest city, has significantly contributed to this growth. Kern County is a tapestry of intriguing cities, each with its own unique charm. It houses the city of Mojave, known more for its namesake desert, California City, the Aztec-inspired Tehachapi, and the famous Edwards Air Base. For our Transcend Design Generator (TDG) project, we’ve chosen a unique locale – the Edwards Air Base and its neighboring town, North Edwards. Together, they represent a population of nearly 4,000 residents. Considering the high water needs of the airbase, we’re looking at a daily flow of about 300,000 gallons. To cater to this, we’re designing a compact, efficient plant that utilizes Moving Bed Biofilm Reactor (MBBR) technology, combined with primary clarifiers and pile cloth filters. This solution is optimal for the low-population, high-use scenario presented by the Edwards Air Base. With TDG’s innovative approach, we’re able to tackle diverse wastewater treatment needs, even in surprising locales like Kern County. From major metropolises to air bases, TDG is ready to take on any challenge, proving that wastewater treatment design truly knows no bounds.
