Minister of State, Matthew Pennycook MP, has written to us highlighting the importance of up-to-date local plans for sustainable decisions about our cities, towns, and countryside. The Minister recognises our crucial role in examining these plans to ensure they are legally compliant and sound. However, he also notes that the length of examinations has been increasing, and this needs to change. Going forward, pragmatism during local plan examinations should only be used where a plan is likely to be found sound with limited additional work. Any pauses for additional work should usually take no more than six months overall. This new approach applies to all plans with immediate effect. We will continue to support local authorities through Advisory Visits to ensure effective preparation for the examination process. As you may be aware from recent posts, together with Catriona Riddell, Richard Wood, Martin Boddy, Stephen Hall and Owain Hamner, I am carrying out research commissioned by the Royal Town Planning Institute on strategic planning in England. We have completed a survey of local authorities, with some fascinating results. 94% of participants either strongly agree or agree that a change in approach to strategic planning is needed. 80% of participants think strategic planning should be mandated by Government. We are now inviting perspectives from a wide range of stakeholders on the effectiveness of current practice and how strategic planning might be shaped in the future. Whether you work in the private sector, within a government department or NDPB, the legal sector or the third sector, or an academic with an interest in strategic planning, we would love to hear from you. The proposal seeks to undo a number of changes made to the NPPF in December 2023 to streamline the planning process and push through an ambitious plan to get Britain building. https://lnkd.in/gXwcHtK5 Provincial standing committee reviewing municipal governance will hear from 21 delegates. How many of these delegates will be active local politicians and will any of them declare a conflict of interest prior to presenting to the committee. https://lnkd.in/gWFMMNP7 Definition of conflict of interest is a perceived or potential conflict where the member, or their family, has financial interests or relationships with another individual or organisation, which may result in his or her activities on the board appearing to be biased. Lets review the situation here, we have active politicians with a vested interest in the outcome of the committee discussing what they would like to see as far as governance changes, to me this appears to be a conflict of interest. The Niagara region has had this governance structure for over 50 years with little change and despite calls from the public, upper and lower tier councils have ignored calls for change. In fact some councils such as West Lincoln have been very vocal about not wanting any change at all but if change was to happen they would lean towards a 4 city model. Nothing in that statement says anything about the taxpayer and only speaks to politicians wanting to keep their job and maintaining the status quo. So these will be the delegates speaking to the committee? it's like inviting the turkey to help plan the Christmas dinner. Lets hope the committee can see past these biases and come up with solutions that will benefit Niagara taxpayers. It is time for significant governance changes here in Niagara. #timeforchange
