As part of the NHF’s #PlanforHousing campaign, our CEO Fiona Fletcher-Smith explores the impact of stigma on social housing residents in a new article. “While the government’s efforts to address housing standards are a step in the right direction, real change must come from within the sector itself. At L&Q, we launched an ambitious resident involvement programme in 2021, focusing on building true partnerships with residents, and restoring accountability to residents at every level of the organisation. The results are promising: residents have played a key role in improving processes around complaints, mould and damp, and have even influenced our recruitment practices. Despite attempts by our fantastic housing communities to dispel the bias and stigma attached to social housing, it seems that we still have a long way to go. The British media has long targeted and stigmatised social housing, which has negatively impacted the perception of social housing residents by the wider public. It has also driven a narrative that has created division and lack of support for more social housing over the years, which has proved detrimental to the economy. A new report by the G15 has exposed a lengthy and deliberate portrayal by the media which has cultivated an environment of stigma and shame among social housing residents. TV shows like Benefits Street which portrays social housing residents as 'benefit scroungers', anti-social and 'lazy' members of society has contributed to almost half of residents surveyed (45%) experiencing prejudice or discrimination because of their housing status. More than a third of those surveyed described feelings of embarrassment, shame and feeling negatively judged by others. The report, seen by the Independent, has been highlighted ahead of the upcoming Renters Rights Bill, which is due to come into effect this Spring. The bill seeks to rebalance the power between tenants and landlords, and is part of a range of reforms designed to transform the UK housing industry. A new research report, conducted by The G15 shows the stigma faced by individuals and communities in social housing. The most common source of stigma was interactions with landlords, cited by 43% of respondents. Other areas included interactions with customer service agents, such as banks and mobile phone companies (24%), and dealings with official authorities (24%). Residents highlighted media portrayals of social housing and residents as the most significant driver of negative perceptions. Language used by politicians and government housing policy, ranked second and third. Despite these challenges, the findings make clear that social housing provides a vital foundation for individuals and families. We’re in the process of updating our Social Housing Allocation Policy. The aim is to enhance this key council policy, ensuring the process is transparent for residents and it’s equipped to tackle the significant rise in demand for housing support. This week, we’ve launched a 10-week consultation asking residents and other stakeholders to share their views on the proposed changes. The key changes are: 🔵increasing the number of priority bands to make the priority for rehousing clearer 🟣reducing the number of additional priority categories 🔵giving increased priority to some of the most vulnerable residents 🟣allow more overcrowded households to bid for properties below their assessed need.
