This limited approach has contributed significantly to the industry's failures, where inadequate planning is one of the main causes. Senior planners are often restricted to fulfilling project-specific tasks such as preparing and maintaining baseline programs, generating contemporaneous project reports, ensuring compliance with FIDIC and bespoke contract requirements, and securing approval for extensions of time and revised schedules. A key determinant of an enterprise’s success is the extent to which it has planned its trajectory. The existence of a well-defined mission schedule is a critical measure of an enterprise's ability to achieve its goals. The absence of such portfolio management planning suggests either a lack of clear vision or inadvertent planning for failure, even if failure is not the intended outcome. In engineering and general construction, COST MANAGEMENT plays a crucial role in ensuring that projects are implemented within budget and on schedule while adhering to all required quality standards. Effective cost management involves several key steps that must be carefully followed for a successful project. 1. Project Initiation and Planning It is essential to define a project scope statement and objectives. This helps develop a cost management plan that outlines how costs will be managed throughout the project. 2. Cost Estimation. After defining the scope statement, it is necessary to conceptualize the project cost. This can be done through preliminary or detailed estimates after obtaining the necessary initial project information. These estimates may not always provide a clear picture of the cost projection. Therefore, after collecting and analyzing data on labor, materials, equipment, and overhead costs, employ reliable techniques to develop a realistic, initial, and detailed cost estimate. Techniques such as the analogous approach, parametric approach, or bottom-up approach can be used. (Read more about these techniques to determine which is appropriate for your project)... as for me, i work with Bottom-up for complex projects and analogous for simple projects. 3. Budget Development. Aggregate cost estimates to form a comprehensive project budget. Allocate the budget to different project phases and components. 4. Cost Monitoring and Control. Implement cost tracking systems to monitor expenditures. Tools like MS Project, Primavera P6, and Earned Value Management (EVM) can measure project performance against the cost baseline. Regular cost reviews and audits are necessary to keep you informed at all times. 5. Change Control. Establish a proper change control process to manage changes to the project scope and budget. This ensures that changes are properly reviewed, approved, and documented. 6. Reporting and Documentation. Generate regular cost reports to keep stakeholders informed of the project’s financial status. Maintain detailed records of all financial transactions and decisions. 7. Project Completion. Reconcile final costs with the budget. Prepare final cost reports and financial statements, and conduct a post-project review to capture lessons learned and best practices. Effective cost management is essential for the successful completion of construction projects, ensuring they are delivered on time, within budget, and to the required quality standards. It requires a collaborative approach involving project managers, financial analysts, procurement specialists, and other key stakeholders.
