Yes, there are different types of Insider Risk, but all the hashtags here are related to one category, InfoSec. Businesses are and should be concerned with other insider risks such as Fraud, Espionage, Sabotage, and Workplace Violence. Building a separate program to address each type of risk is making this more complicated than it needs to be. It is easier and a more effective use of analyst resources to build multiple risk identification models within one Insider Risk Management Program. The article seems to be distinguishing between outside cyber attacks and inside cyber attacks. Insider Risk certainly includes Cyber, but that is only a fraction of the Insider Risk a company, organization or agency faces.
