Singapore is recognized as a regional hub for data centers in Southeast Asia due to its advanced infrastructure, strategic location, and robust regulatory environment. Indonesia, while also experiencing growth in its data center market, may face challenges such as infrastructure development and regulatory hurdles. Singapore typically offers more mature and established data center facilities and services compared to Indonesia. However, Indonesia's market potential is significant due to its large population and increasing digitalisation efforts. The Indonesia data center market has been growing rapidly and is the second major market in the ASEAN region after Singapore. Market Volume (2024): Approximately 0.65 thousand megawatts (MW). Market Volume (2029): Expected to reach 1.41 thousand MW. Tier Types: Tier 3 data centers accounted for the majority share in terms of volume in 2023, and Tier 4 is expected to dominate throughout the forecasted period. Leading Market Player: Space DC Pte Ltd. holds a significant market share and is projected to continue its leadership position by rolling out a mega data center with 600 MW capacity during the forecast period. Availability of land in Indonesia is better compared to more mature neighboring markets like Singapore, Hong Kong, and Japan.

The dramatic growth of the data center opportunity across growth markets will benefit infrastructure investors already there, says Thomas Liu, a Partner at global infrastructure investment firm Actis. Actis recently launched a data center platform called Epoch Digital, which has developments in Malaysia, South Korea and Taiwan. Liu points to the recent transformation of the Malaysian market as evidence that countries once far behind the information revolution are rapidly becoming digital hubs. In reaction to a moratorium on new data centers in Singapore, neighboring Johor, Malaysia has gone from "zero to over a gigawatt of power announced," notes Liu. Global hyperscaler customers eyeing growth markets may initially measure modest demand, but "the demand will inevitably grow over time. And so as a new partner to the hyperscalers as they enter the market, we will then continue to grow with them into these markets, since we have built a track record of delivering," says Liu. Keppel’s private fund, Keppel Data Centre Fund II, has entered into a sale and purchase agreement with Mitsui Fudosan for the forward purchase of an AI-ready hyperscale data centre under development in Japan. This marks Keppel’s first data centre development project in Japan and its second data centre asset in the country. Named Keppel Data Centre Tokyo 2, the facility is being developed using the latest hyperscale designs and standards, offering enhanced energy efficiency, scalability and connectivity, and will be able to support liquid cooling solutions. Construction of the data centre commenced on 5 November 2024, and the facility is expected to be ready for service in 2027. Keppel is well-positioned to meet the rising demand for AI-ready data centres and is currently developing series of assets in Singapore, Taiwan and Japan amounting to 220 MW of capacity. Keppel aims to expand its data centre portfolio by over 500 MW to a total of 1.2 GW in the near-term, fuelled by an additional S$10 billion Funds under Management growth from its upcoming Keppel Data Centre Fund III, as well as further co-investments from investors.
