The Community Development Block Grant program is a vital resource for local governments, providing them with the ability to address critical needs and improve the overall quality of life for their residents. Enacted by Congress in 1974 under the Housing and Community Development Act and signed into law by President Gerald Ford on August 22, 1974, CDBG provides necessary funding to communities across the country to address infrastructure, economic development, housing, disaster recovery, and other community needs. CDBG was the result of the consolidation of eight categorical programs which were federally funded. Low- and moderate-income people are the direct program beneficiaries. States and entitlement cities and counties receive direct program allocations. Small, rural communities receive assistance through their state. Nonprofit organizations, contractors, and other local partner organizations serve as program subrecipients to deliver local CDBG activities. Legislative Update! This year’s #PABudget included a significant increase in the transfer caps from Realty Transfer Tax revenue to the PA Housing Affordability and Rehabilitation Enhancement Fund (PHARE). According to the updated law, the transfer cap will increase by $10 million over the next four years from $60 million to $100 million. This crucial funding will support sustainable and comprehensive projects to: 🏠 Preserve and create affordable housing 🏠 Reduce homelessness 🏠 Support community revitalization 🏠 Promote affordable homeownership 🏠 Address various unmet housing and community development needs across the Commonwealth This is a major step forward for affordable senior housing and community development in Pennsylvania. People trying to attain housing after an experience of homelessness face many barriers— past rental and utility debt, strict background check requirements, a lack of funds for all the upfront costs of a new lease and so many more. The City of Austin’s Homeless Strategy Office is currently seeking providers to set up two new programs aimed at increasing housing opportunities for our neighbors experiencing homelessness. $1.5 million is set aside to establish a community fund that will directly reduce barriers to housing for individuals and households. $600,000 is set aside for the development of an engagement and training program aimed to improve relationships between landlords, property management companies and Austin’s Homeless Response System; and in doing so, increase the availability of housing for people exiting homelessness in our community. In the wake of the Supreme Court’s Grants Pass ruling, a decision which effectively criminalizes homelessness, the McGregor Fund stands with leaders and advocates in the fight ahead for our unhoused friends and neighbors. The City of Grants Pass, Oregon v. Johnson decision allows jurisdictions to fine and arrest individuals sleeping in public, even when no designated shelter is available. This decision will place already marginalized populations at greater risk, disproportionately impacting persons of color and exacerbating existing barriers to acquiring permanent housing and other critical supports. Typical of a lot of municipal, county, and state legislation...let's copy what someone else did. Like Colorado's HB22-1287, CA introduced AB 2539, which requires an MHP owner to notify all park residents and HCD of a min. 120 days before entering into a listing agreement or offering to sell the park. The bill would grant a 6-month right of first refusal to residents, resident groups, nonprofits, and local governments from the time they receive the notice to make an offer. This can gum up the natural order of selling parks and invite lawsuits.
