Today in our Seminar Series, we are pleased to be welcoming Professor John Parkin from University of the West of England ✨ Professor John Parkin BSc (Eng) (Hons) ACGI MSc PhD PGCE CEng FICE FCIHT FHEA worked for consulting engineers for 14 years before joining academia in 1998. He has been involved in all stages of the promotion of transport schemes including policy formulation, modelling and forecasting, operational analysis and economic appraisal, design and construction, and evaluation. With emphasis on human-scale travel, his research is at the nexus of user behaviour and infrastructure design. He was a member of the Welsh Government Roads Review Panel (2021-2023) and was a Commissioner on the North Wales Transport Commission (2022-2023). He was an assessor for the Research Excellence Framework 2021 Unit of Assessment 12 Engineering panel and chair of the Universities’ Transport Study Group (2019 to 2022). The talk will be in two parts. Firstly, policy for road transport in England will be compared and contrasted with policy in Wales. The emphasis will be on demonstrating how coherent policy needs to be firmly grounded in legislation, have resulting strategy that is internally consistent and results in specific policy, and which then leads to appropriate investment. The second part will outline the main requirements for human scale mobility infrastructure provision, and give a case study example of the detail needed at one of the most mundane types of junction: the side road give way junction. I am delighted to announce that my team (Ellis Smith Ethan Egerton Theo Kinder Thomas Gill) and I have been nominated for “Outstanding Solution Idea” with the Common Mission Project UK !!! Context: In the first term of my final-year at university, I completed a module called Complex Problem Solving under Gail Ollis. The objective was to take a current issue that the UK Ministry of Defence were suffering from, and create a minimum viable product to alleviate this. After a rocky start, we eventually had to switch ideas after two weeks where we met James Robert Fawcett MBE BSc (Hons) FCIEH CEnvH LFOH AFPH. He introduced us to the Defense Infrastructure Organisation and their issue of retaining environmental health reports from local authorities. These reports are generated whenever a local authority inspects a military kitchen to assess its suitability. The issue was that local authorities weren’t obliged to send these reports to the DIO, which were needed for them to actually improve the infrastructure of these military kitchens. Instead, they were sent to and kept by the contractors of the military kitchens (Most, if not all, military kitchens are operated by an external contractor). We came up with both a long-term and short-term solution: Long-term: Add a contract addition to the contracts of the contractors that forces them to send a copy of these reports to the DIO. This would be added when these contracts are up for renewal. Short-term: Add some extra unassured guidance into the primary authority register (these are guidelines that instructs how a local authority should assess the kitchen) to instruct local authorities to also send a copy to the DIO.
