NYC Department of Buildings has announced the creation of the GreenHOUSE Fund to send much-needed money to affordable housing electrification retrofits. The fund, created as part of a forthcoming package of proposed rules for LL97, will direct money that would otherwise be wasted on penalties to reducing emissions in the buildings and communities that need it most. Community benefits agreements, or CBAs, are a contract between a corporation and a coalition of local organizations that gives the community, through binding arbitration, leverage to ensure the commitments are kept. Historically, CBAs have been used by those impacted by the entertainment and sports industries, which tend to get big municipal tax breaks and public funding. Now, CBAs are increasingly being used to address clean energy developments. According to the Sabin Center for Climate Change Law at Columbia University, more than a dozen have been signed since 2015, many of them in the last three years. The contracts resulted in projects agreeing to give preference to local hires and in companies sharing revenue with the county in which they operate. New steps proposed to reduce #greenhousegas #emissions and increase the lifespan of Michigan landfills that will impact Ontario's #waste and #recycling industry: The proposed $80.7B budget for a ‘Michigan Guarantee’ includes an environmental initiative to increase the tipping fee from $0.36/ton solid waste to $5/ton, generating $80 million in new revenue for #landfill mediation and clean-up. https://loom.ly/rganN3I This will increase the waste disposal costs for Ontario-based companies. There has been some really interesting reports published recently as the spotlight seems to be turned back onto climate issues post the election. National Grid ESO have published their "Future Energy Scenarios (2024)" which highlights pathways to reaching net zero. Looking at the question of decarbonising the grid and the new government's ambition to deliver clean energy by 2030, two reports examine what needs to happen to make this a reality. E3G have published their "Cheap, Clean Electricity for Great Britain by 2030" report and the National Engineering Policy Centre have published a report by an independent working group led by the Royal Academy of Engineering setting out six key requirements to deliver clean power - "Rapid Decarbonisation of the GB Electricity System" The NHBC Foundation have published a report looking into the progress to date and the challenges of delivery at scale for Passivhaus in the UK - "The UK's progress towards a Passivhaus standard in new homes". Staying with the built environment CIBSE have issued their "Retrofit Revisit 2024" report which is a building performance evaluation of 10 retrofitted homes, 10 years on. Well, from a national picture at least, that was as predicted and the stage is indeed set (on paper) for sensible and vital #planningreform. I've lost count how many times I've heard and used that phrase over the last few years, and I've commentated before about my disappointment that the Conservatives did not heed the wealth of advice provided by our industry. We are in a #housingcrisis. Nationally there is an increasing shortage of #market, #affordable and #laterliving homes for people and families in need. Irrefutable facts. If the new #Labour Government can collaborate with the industry properly and quickly (the #RTPI having already written to the new PM) then the pledges can come out of the manifesto and into to action, quickly. As the saying goes, “—it’s about to get real.” However the EPA awards, we’ll work to ensure these decarbonization and resiliency resources are deployed into affordable housing through lenders working directly with and in the communities who stand to benefit most from these resources. A new chapter and new sets of challenges loom large that we’ll continue to approach with creativity and curiosity.
