STAKEHOLDER ANNOUNCEMENT - USDA Seeks Applications for Grants to Fund Community and Economic Development Projects in Rural Communities WASHINGTON, June 10, 2024 – U.S. Department of Agriculture (USDA) Rural Development Under Secretary Dr. Basil Gooden today invited applications for grants to help organizations improve housing, community facilities, and community and economic development in rural areas. USDA is making up to $5 million in grants available under the Rural Community Development Initiative program. The program provides funding to organizations that provide financial and technical assistance for housing, community facilities, or community and economic development projects. Eligible applicants include public (including Tribal) organizations, nonprofit organizations and qualified private organizations. Grants may be used to train sub-grantees to conduct educational training on home ownership or minority-owned business entrepreneurship. In addition, funds may be used to provide technical assistance to sub-grantees on: • strategic plan development • accessing alternative funding sources • training and resources for board operations, management, financial systems and information technology The minimum grant award is $50,000 and the maximum award amount is $500,000. Awardees must contribute matching funds equal to the amount of the grant. USDA is particularly interested in applications that will advance Biden-Harris Administration priorities to: • Reduce climate pollution and increase resilience to the impacts of climate change through economic support to rural communities. • Ensure all rural residents have equitable access to Rural Development (RD) programs and benefits from RD-funded projects. • Help rural communities recover economically through more and better market opportunities and through improved infrastructure. Perception and Imagination of Rural Communities of the Needs of the Local Community Ghelich Morteza; Hosein Heidari; Ahmad Shakiba Abstract Rural development is the opening of livelihood bonds facing these communities in their own hands, and the possibility of intervention and definition of issues for rural communities regardless of their perception of their needs is a futile and already failed task. Therefore, in order to achieve sustainable rural development, it is inevitable to know the basic issues of these communities from the point of view of local communities and to know their perception of their issues and needs. This paper articulate with the aim of local communities' perception and imagination of their needs and how to prioritize them. The qualitative research method relies on the formation of focus groups and group discussions. The field of study is the villages of Malekshahi (27 villages). In order to form focus groups, efforts have been made to include all strata of rural communities, including ranchers, farmers, workers, youth, women, and employees. The number of focus groups formed is also 27 groups. The findings showed that six categories of needs can be identified in the villages of Malekshahi’s county from the point of view of the local community, which are: facility needs, road network needs, service needs, economic needs, agricultural needs, and institutional needs. Based on the type and distribution of the needs, it can be concluded that the types of needs of the villages of Malekshahi are largely consistent with each other and a significant part of them are related to the needs related to the infrastructure, which is more related to the quality and possibility of their life. Also, the perception of Malekshahi’s rural community about needs shows that these communities do not have define a role for themselves and rural communities to solve these issues, and somehow they are trying to project their own problems with this mechanism and take away the blame from themselves. 10.30479/hvri.2024.20102.1028

We don't need to keep rural people in poverty we can get them to become self-sufficiency Absolutely, promoting self-sufficiency among rural populations can significantly improve their quality of life and contribute to sustainable development. Here are some key strategies to achieve this: 1. Agricultural Support: Enhancing agricultural productivity through access to modern farming techniques, quality seeds, fertilizers, and irrigation can empower rural farmers. Providing training on sustainable farming practices is also crucial. 2. Education and Training: Offering education and vocational training can equip rural residents with the skills needed for various occupations, from advanced agricultural techniques to new trades and entrepreneurship. 3. Access to Markets: Creating better access to local, national, and international markets helps farmers and artisans sell their products at fair prices. This includes improving transportation infrastructure and establishing cooperatives. 4. Microfinance and Financial Services: Providing access to credit, savings accounts, and insurance helps rural people invest in their businesses and manage risks. 5. Healthcare and Sanitation: Improving healthcare and sanitation facilities ensures a healthier workforce, which is essential for productivity. 6. Renewable Energy: Developing renewable energy sources, such as solar or wind power, can provide reliable electricity, which is essential for modern agriculture, education, and small businesses. 7. Community Development Programs: Implementing community-driven development projects that address local needs and priorities can foster a sense of ownership and ensure the sustainability of initiatives. 8. Technology Access: Facilitating access to information and communication technologies can provide rural populations with valuable information on weather, market prices, and new farming techniques. 9. Government Policies and Support: Ensuring that government policies are supportive of rural development, including subsidies, grants, and infrastructure projects, is crucial. By focusing on these areas, we can create an environment where rural populations can thrive independently and sustainably.

Rural development should be one of our high priorities because rural areas are considered to be the last reservoirs of power to be harnessed, be it the youth or the elderly. These regions are seen as promising for investment, thus motivating people to form organizations that create jobs while building up critical skills. In the past 30 years, there has been a time of freedom and the government has put in place mechanisms where the rural citizen is able to use their land for economic activities. If we, for example, give people the tools, training, and other resources, we can help businesses grow that are part of the community and which make the community better and stronger. It is both a matter of economic gains as well as encouraging personal development, which a rural development entails. investing in education and skills, we can prepare people- put into their hands the tools which they require. This in turn creates dependency enabling them to navigate their lives successful all by themselves. Collectively, we are capable of discovering, unlocking and developing rural areas as people in these areas have great prospects that will further computing in accessing urban areas. Going forth with a strong determination to build strong rural areas that will also one day contribute to the development of the remaining part of the society.

The meeting was held on District Magistrate Ananya Mittal’s directives. It focused on Abua Awas Yojana, Birsa Harit Gram Yojana, and Maiya Samman Yojana. Block Development Officers and other officials participated via virtual conference. Moreover, Kumar expressed strong displeasure over incomplete Abua Awas Yojana registrations. He set a September 26 deadline for 100% registration against the 29,934 target. The DDC warned of action against officers for delays or incorrect registrations. Additionally, slow disbursement of installments under Abua Awas Yojana was noted. Officials were directed to expedite payment proposals and construction progress. Furthermore, geo-tagging of houses at plinth and lintel stages was emphasized. Under Birsa Harit Gram Yojana, a strict September 30 deadline was set for plantations. A district-level team will conduct site inspections starting September 24. On the other hand, issues with the Chief Minister Mainiyan Samman Yojana were addressed. Delayed payments due to bank account errors were highlighted. Officials were instructed to coordinate with banks for re-transfer of pending amounts. The DDC stressed the importance of updating beneficiaries’ KYC information. In conclusion, Kumar urged all officials to meet the set deadlines. He emphasized the significance of these schemes for rural development. The meeting underscored the administration’s commitment to efficient scheme implementation. Timely completion of these projects is crucial for improving rural livelihoods.
