During the pandemic, when many grantees were forced to operate in crisis mode, College Futures deliberately aimed to foster a sense of care, support, and community, paired with stable and flexible funding. This was the start of a new policy grantmaking strategy that eventually grew to an “ecosystem” of 16 organizations, intentionally designed to advance connections, knowledge, and movement-building across higher education equity. Most Americans support working with those holding different beliefs, and foundations are committing more of their resources to this work. That's the headline from a new Council on Foundations report we funded in partnership with Philanthropy for Active Civic Engagement (PACE). Among the findings: ☑️ 85% of foundations have funded connecting across differences within the past 10 years ☑️ Nearly a quarter allocated more than half of their grantmaking budget to this work. ☑️ More than 90% of those funding this work increased or maintained their investments between 2021 and 2022. For Racial Progress, Endowed Philanthropy Needs to Endow Its Grantees John H. Jackson and Susan Taylor Batten, Guest Contributors | February 01, 2024 Last November, school board candidates supporting honest and antiracist public education won the majority of elections across the country. This marked a watershed and encouraging moment for inclusive and comprehensive public education. It was an election proof of the power of grassroots movement building. For decades, organizers and leaders of color have been showing up at school board meetings. Participating in parent advisory groups. Organizing at state capitals. Registering voters. These activist students and parents are sustaining the fiber of our democracy and protecting our constitutional rights. Yet, as we found in our recent research with Candid, BIPOC-led organizations remain grossly underfunded, despite philanthropy’s stated commitments and interest in advancing racial justice. As the Schott Foundation will detail in a soon-to-be-released update of the #JusticeIsTheFoundation data project, the data still only shows 14% of all K-12 philanthropic dollars were invested in racial equity and justice in education between 2019 and 2021. Endowments are a long-term investment approach to change that. Grantees have told us what endowments could mean to them: a stable financial state, no longer dependent on the whims of philanthropy, and the freedom to plan for the long term. We endow museums, universities and hospitals, but we do not endow the infrastructure needed to keep our democracy working and advance racial justice, i.e., the grantees doing the work. It’s time to ask why that is, and what it would look like if that status quo were to change.

According to a new report from Complete College America, a nonprofit whose goal it is to raise postsecondary attainment, states with college completion goals should adopt funding practices that give colleges and universities enough money upfront to meet those targets. The organization described this approach as “completion-goals funding,” which would link government money to the “actual cost of educating enough students to reach statewide completion goals.” Charles Ansell, Complete College America's vice president of research, policy and advocacy, suggested that outcomes-based funding can preserve inequities between public colleges. “If you are perpetuating an inequitable funding base to begin with, then what will happen is certain colleges that have more resources will be more adept at being able to meet the new student success targets that are being set forth, versus other colleges that may already be strapped for resources,” he said.

In the nonprofit sector, we often talk about the value and necessity of involving lived experience perspectives in our work. Yet, when it comes time to walk the walk of that work, we fall short. Next Thursday, I'll have the chance to share space with some fantastic friends and colleagues that work extensively in this arena with me.
