IF POLICY DECISIONS FOR DISTRICTS that are meant to address both pre- and post-pandemic inequities in student outcomes are going to be made based on proficiency levels (Meets Grade Level), then we may want to begin by using statistical models based on multi-year disaggregated proficiency levels (points on the green line) to inform setting target outcomes (in this case for 3rd-grade reading).
