I'd like to discuss and get feedback on the role of the "Estimate" when it is not part of a Cost Planning/Quantity Surveying context. When the tender process is completed and the results are compared to the estimate, any variance (typically higher tenders than the estimate) often leads to questions like, "How did we get the estimate so wrong?" or demands to "speak with the estimator and get them to fix it." However, if the owner has hired a competent Estimating Service Provider (and if they hired an incompetent one, they deserve the consequences), the default question should be, "What is preventing us from getting value for money?" A proper analysis of the situation often reveals that the variance is due to factors other than the estimate being "wrong" (since an "Estimate" by definition is always somewhat inaccurate). These factors can include: - Poor standard of design/tender documentation - Poorly conceived Project Execution/Contracting Strategy - Insufficient time for contractors to bid - Contractors bearing an excessive amount of risk - Lack of interest from the market - Scope additions Engaging a Quantity Surveying consultant can contribute significantly to the cost planning, strategic planning, and tendering processes. In this environment, a QS adds much more value than merely providing an estimate.
