The United States Commission on Civil Rights is set to release two significant reports in September 2024, addressing critical issues related to civil rights and federal policies. The first report, titled “Federal Efforts in Examining Racial and Ethnic Disparities among Victims of Violent Crime,” will be released on September 18, 2024. This report aimed to understand federal efforts to evaluate racial disparities in crime victimization. The Commission examined crime data to reveal the disparate impacts of violent victimization on minority communities. The second report, “The Civil Rights Implications of the Federal Use of Facial Recognition Technology,” explored concerns about the federal government’s unrestricted use of Facial Recognition Technology (FRT). It examined how FRT is currently being used and provides recommendations for regulations and best practices to address these concerns. As part of these examinations, the Commission held public briefings for each report, on November 17, 2023, and March 8, 2024, respectively. At each briefing Commissioners and Commission staff heard from subject matter experts such as government officials, academics, policy experts, law enforcement professionals, advocates, and impacted persons. The Commission also accepted written materials from the public for consideration in the final report. ICYMI: As the Founder of JULIAN, I am deeply concerned by a recent report from The New York Times about alleged police brutality in Mississippi. These allegations are yet another stark reminder of the systemic issues plaguing our law enforcement and the urgent need for comprehensive reform. Such incidents not only harm individuals but also erode public trust in the police, creating a dangerous divide between law enforcement and the communities they serve. It's critical that we, as advocates for justice and civil rights, actively engage in dialogues and initiatives that seek to address these deep-rooted problems. This includes pushing for policy changes, supporting oversight and accountability measures, and promoting and funding community-based solutions. I have been asked on so many occasions what I enjoy most about my job. It is, without a doubt, my work with the Mental Health Court. I have seen so many men and women overcome tremendous obstacles and finally beat decades long addictions, get their mental health stabilized, get their medical needs addressed, get an education, find stable employment and a stable living environment. I have seen the tremendous difference it makes when you take the time to look at the people before you and provide a holistic approach to ending the cycle of recidivism and the positive impact it has on their families and our community at large. According to Michigan's 2023 Financial Year report for Problem Solving Courts, FY 2023 adult drug court graduates were 4 times less likely, sobriety court graduates were more than 3 times less likely, and hybrid court graduates were nearly 3 times less likely to be convicted of a new offense within three years of admission to a program. In FY 2023, mental health court (MHC) graduates were far less likely to commit another crime. On average, MHC graduates (adult circuit, adult district) were around 2 times less likely to commit another crime within three years of admission to a program. Also, unemployment among adult circuit MHC graduates dropped by 88 percent. I look forward to many more years of this service.
