A worthwhile read. With regards to deterrence, over-classification and existing/future space superiority capabilities. 1. Too often in space we equate deterrence with in-domain force-on-force capabilities. While these are an essential component in deterrence they are only one element of denying benefit and imposing cost. 2. Over-classification - the needle has to be thread artfully between exposing only what is essential the enemy know capability wise that will in turn drive cause for pause (deterrence) while preserving the ability for strategic/tactical surprise. 3. Rules of the road - as I mention in my article "Light The Broom!," There is too much at stake for the US and China to allow our mutual understanding and resultant calculations to potentially be mis-filtered through others, multilateral organizations/agreements, and/or international norms. The US and China must enter into bilateral talks on space to ensure zero ambiguity about if and where real or perceived "red lines" are. Multilateral/Multinational norms and agreements can and should then be the outflow from these bilateral talks and agreements.

There have been a lot of articles lately about "cost exchange ratio". This issue is ever present when relatively cheap to make drones can be used as low-cost, low speed, lower high explosive cruise missiles. I think of this as two problems: 1) It is relatively easier to get something to travel from location A to location B. That is the problem set for these drones operating as a terminal attack munition. 2) Conducting an intercept of something traveling from location A to location B is much harder requiring tracking the object, meeting the object, and finally neutralizing the object. The systems that are used to execute problem #2 will need repetitions to get good at completing that mission. Using realistic and most importantly, reusable targets to get repetitions at a lower cost could be immensely valuable at achieving this and building confidence in whatever role laser weapons will play in the multi system defense network we use to address this problem today and in the future. #SemQuest
