Brighton & Hove City Council has successfully defended its decision to require a city centre pub to use an ID scanner. Brighton Magistrates’ Court dismissed the premises’ appeal against the licensing condition, concluding that: the ID scanner promoted the crime prevention licensing objective by capturing customer data, which could be used by the police to assist their investigations an ID scanner assists a well-managed team of door supervisors by providing an extra layer of deterrence to people whose behaviour might undermine the licensing objectives The court rejected the premises’ argument that the ID scanner condition was obsolete following a government announcement that it plans to legislate for official digital identity documents. Having had a look at the footage and ensuing media interest here’s some thoughts: 1. This looks horrific. It appears the subject is incapactied, face down and offering no immediate threat. At that point what does the kick, and subsequent stamp, serve? 2. Is there any situation where the kick/stamp is both proportionate and necessary, even when a subject appears incapacited and compliant? Yes, there is, but just like the limited phone footage in this article, context is key. ⚠️⚠️⚠️ And this is where the police service get it wrong in the UK. At the ‘top corridor’ level there is so much fear of disclosing information and police generated media to offer a reasonable counter narrative to what looks like a horrific bit of policing OR to acknowledge that the actions weren’t justifiable ⚠️⚠️⚠️ 👍🏻What does a better approach look like? ☑️ A timely review of the information police officers have gathered: initial accounts, review of body worn footage and CCTV, and other witness/suspect first accounts - these should be hasty actions that could easily be completed within 48 hours of what is a critical incident. ☑️ A public disclosure of this information, based on the above review. This should be personable, not the stock chief officer reading a script, but an adult to adult explanation of what has happened, what the police have reviewed, and what they think. 🇺🇸🇺🇸🇺🇸The US have many faults in policing, but I have seen several ‘critical incident debriefs’ that US law enforcement have offered that go some way to address these short comings, including disclosing BWC footage that speaks volumes 🇺🇸🇺🇸🇺🇸 🚨🚔👮🏻♂️The police shouldn’t be afraid to communicate with the general public about critical incidents, but culturally this is a big hurdle to overcome in UK policing 🚨🚔👮🏻♂️

The Cincinnati Police Department has launched a new program to help them identify cameras in the city and get footage from them for crime investigations, according to an announcement from the department. The program, called Community Connect, is comprised of a Cloud platform that will provide officers insight into the locations of privately-owned cameras registered by residents or business owners. "Building a strong partnership between our community and law enforcement is essential to maintaining public safety," said CPD Chief Teresa Theetge in a press release. "This platform enhances our ability to keep Cincinnati safe and we encourage all security camera owners to join this effort." Any resident or business owner can register any cameras on their property online, CPD announced. Registration is voluntary and CPD said any video footage that's shared with police through the program will stay confidential and only be used during investigations or emergencies. "The voluntary camera registration eliminates the need for traditional door-to-door canvassing, freeing up valuable time for police officers," reads the announcement from CPD. Always good to finish the week with a another result for one of our POCA clients. Following a review of the prosecutions section 16 statement we were able to prepare detailed submissions in relation to the possible risk of double counting having occurred in relation to the value of the Particular Criminal Conduct figure and figures relied upon and included within the assumption Property Transferred. The prosecution conceeded on the basis that they were unable to beyond doubt confirm that no double counting has occurred. This resulted in a significant reduction in the value of our clients benefit figure. More importantly it also prevented any opportunity for the Crown to return in the future under a s.22 application. We go above and beyond to obtain the best possible results for our clients, BUT it is also important to look beyond the order and think ahead to ensure their future is safe and the risk of any future comeback for an uplift of the available amount (s.22 application) is not possible or the likelihood is minimal. #bespokedefence #POCAspecialists

This lack of knowledge tends to lead to inane critiques or endorsement of the technology. Tech can be used for good or bad, and I believe it is important for state agencies to describe how it is used, whether it is effective, and take steps to mitigate harms that may come from such systems. I think that there are reasonable changes that can be made to how ALPRs are currently used in policing without causing significant friction in their use as real time investigative tools to help solve crimes. #alprs #crimeanalysis #talk

Long Range Acoustic Device (LRAD): The Long Range Acoustic Device (LRAD) “The Voice of God” is an acoustic hailing device developed to send messages and warning tones over extended distances with exceptional clarity. A recent article in Government Technology discusses efforts in Syracuse (NY) to outfit its code enforcement team with body-cameras and some of the challenges the Ben Walsh administration and Jake Dishaw are facing in moving forward.
