Both China and Russia have emerged as serious rivals to the US, in the modern warfare front. In fact, Mustafa Suleyman, in “The Coming Wave”, and Nick Bostrom, in “Superintelligence”, suggest that the gap in AI technology—both hardware and software—between global superpowers is less than six months.
