This year, the U.S. has already witnessed eleven extreme weather disasters, totaling over $25.1 billion in disaster relief for taxpayers. At this rate, the Federal Emergency Management Agency (FEMA) reports that its major disaster relief fund could be $1.3 billion short as early as August. Vermont recently passed S. 259, a bill to create a “climate superfund” to tackle the costs of climate recovery. Similar legislation was passed in New York shortly after. While both states anticipate facing legal challenges to Climate Superfund laws, this represents a new approach to how states might begin to confront the rising collective costs — in economic, human and infrastructural terms — of climate change.
