Yesterday India announced ambitious affordable housing program. Total 30 million new homes in next 60 months. In other words, every five seconds a deserving family is targeted to get their dream home. This is on top of 40 million new affordable houses built in last decade or a speed of new house every eighth second already achieved. This is the most impactful inclusive event in the entire human history. Assuming five people per household, it’s impact footprint, over 15 years, is bigger than each of continents except Asia and Africa. This is even surpassing the well documented recent Chinese “housing boom”, as this Indian program is targeted and based on democratic feedback.

With the aspiration to accelerate India’s ongoing economic growth and realize the vision of Vikist Bharat, the Budget 2024–25 intends to facilitate the implementation of an inclusive and sustainable roadmap. To generate ample opportunities for all, the Government of India in its budget has identified 9 priority sectors, in the need to facilitate the anticipated sustainable transformation. The priority sectors include: ▪️Productivity & Resilience in Agriculture ▪️Employment & Skilling ▪️Inclusive Human Resource Dev. & Social Justice ▪️Manufacturing & Services ▪️Urban Development ▪️Energy Security ▪️Infrastructure ▪️Innovation, Research & Development ▪️Next Generation Reforms Specific to cities, the following strategies have been proposed as part of the budget to promote sustainable urban development. 🏘️ Cities as Growth Hubs Focus would be on economic growth of cities while undertaking efficient transit planning and development of peri-urban areas via Town Planning Schemes. 🏚 Creative Redevelopment of Cities Focus would be on brownfield redevelopment along with enabling policies, market mechanisms, and regulations. 🚝 Transit-Oriented Development Focus would be on formulating TOD plans for 14 large cities (>30 lakh population) along with innovative implementation and financing strategies. 🏣 Urban Housing Focus would be on fulfilling housing needs of 1 crore urban poor and middle-class households, via interest subsidies on housing loans and transparent rental housing markets. 💦 Water Supply and Sanitation Focus would be on promoting adequate water supply, sewage treatment, and solid waste management in 100 large cities, utilizing treated water for irrigation and other purposes. 🌯 Street Markets Focus would be on developing 100 weekly haats, or street food hubs in cities; transforming the lives of urban street vendors. 💸 Stamp Duty Focus would be on lowering the stamp duty charges for properties purchased by women. Under ‘Next Generation Reforms’, the budget also proposes to focus on the digitization of land records. This would assist the local governments in managing urban land efficiently; promptly making it available for housing and infrastructure development. Two faces of Urbanisation! Due to rapid urbanisation, in many major cities in India ; non- availability of affordable housing has become a serious issue which has led to increased population of slum and pavement dwellers. For an inclusive development; it is essential that for migrant workers at least affordable rental housing is available; but the biggest problem is non - availability of cheap land in city Centers where the majority of jobs are concentrated and also our rental laws !
