The Principal Scientific Advisor (PSA) to the Government of India (GoI) had released the draft National Deep Tech Startup Policy (NDTSP) in the second half of 2023 for public consultation (https://lnkd.in/g3V8YDTJ). We (FOSS United) publicly posted our comments regarding the draft policy and a few people from the Consortium that drafted the policy reached out to us for a follow up conversation. The drafting team had consulted "200+ stakeholders within and outside the deep tech startup ecosystem" (Academia, Industry, Government) before our conversation. Towards the end of the conversation, we (Venkatesh Hariharan and I) were surprised to hear from them that none of the stakeholders had mentioned the importance of FOSS to the Deep Tech startup ecosystem. Hearing FOSS enthusiasts talk about Public Policy comes as a shock to people. It came as a shock to me too, in August of 2022 when I came across the FOSS United Scholarship for the The Takshashila Institution GCPP Tech & Policy course. That initial shock has now turned into awe. Especially after that meaningful conversation with the Consortium that drafted the NDTSP. Remember the inspiring story of Kenyan runner Abel Mutai and Spanish runner Ivan Fernandez? When Mutai became confused with the signage and stopped just a few feet from the finish line, Fernandez realized what was happening and started shouting at Mutai to continue running. He even pushed Mutai to victory when he didn't understand. When asked why he did it, Fernandez replied, "My dream is that someday we can have a kind of community life, where we push and help each other to win." He didn't let Mutai win, but recognized that the race was his. This story reminds us that values are passed on from generation to generation, and we must be mindful of the values we teach to our children, co-workers, and team members. Let's prioritize passing on the beauty and humanity of a helping hand, rather than coaching the wrong ways and means to win.
