Flats (apartment style housing) for India’s low-income and poor urban households 1. PMAY-U 2.0’s AHP guidelines published last week mention two EWS (household annual income Rs 3 lakh or less) flats models- - Model 1: public sector EWS flats subsidised through 'supply side subsidies' - Model 2: private sector EWS flats to be subsidised through the demand side 'housing voucher' subsidy. 2. Model 2 is new and its introduction is encouraging in light of our paper's finding that Model 1 'supply side subsidies' failed to catalyse private sector developer participation in PMAY-U's phase 1. 3. But in the end addressing the underlying financial viability issues, myriad land issues and lack of beneficiary interest as discussed in Section 7 of our paper, will be critical to both Model 1 and Model 2's success. With the aspiration to accelerate India’s ongoing economic growth and realize the vision of Vikist Bharat, the Budget 2024–25 intends to facilitate the implementation of an inclusive and sustainable roadmap. To generate ample opportunities for all, the Government of India in its budget has identified 9 priority sectors, in the need to facilitate the anticipated sustainable transformation. The priority sectors include: ▪️Productivity & Resilience in Agriculture ▪️Employment & Skilling ▪️Inclusive Human Resource Dev. & Social Justice ▪️Manufacturing & Services ▪️Urban Development ▪️Energy Security ▪️Infrastructure ▪️Innovation, Research & Development ▪️Next Generation Reforms Specific to cities, the following strategies have been proposed as part of the budget to promote sustainable urban development. 🏘️ Cities as Growth Hubs Focus would be on economic growth of cities while undertaking efficient transit planning and development of peri-urban areas via Town Planning Schemes. 🏚 Creative Redevelopment of Cities Focus would be on brownfield redevelopment along with enabling policies, market mechanisms, and regulations. 🚝 Transit-Oriented Development Focus would be on formulating TOD plans for 14 large cities (>30 lakh population) along with innovative implementation and financing strategies. 🏣 Urban Housing Focus would be on fulfilling housing needs of 1 crore urban poor and middle-class households, via interest subsidies on housing loans and transparent rental housing markets. 💦 Water Supply and Sanitation Focus would be on promoting adequate water supply, sewage treatment, and solid waste management in 100 large cities, utilizing treated water for irrigation and other purposes. 🌯 Street Markets Focus would be on developing 100 weekly haats, or street food hubs in cities; transforming the lives of urban street vendors. 💸 Stamp Duty Focus would be on lowering the stamp duty charges for properties purchased by women. Under ‘Next Generation Reforms’, the budget also proposes to focus on the digitization of land records. This would assist the local governments in managing urban land efficiently; promptly making it available for housing and infrastructure development. Though all the proposed actions can certainly improve the quality of life in cities, by making them dense, compact, affordable and inclusive, but innovative financing, implementation plans, and monitoring and evaluation frameworks would be essential to achieve the desired goal of sustainable urban development. 🏠 Addressing the Imperative of #Affordable Housing in India: A Path to #Inclusive Development 🌍 Access to affordable housing remains a critical issue in India, affecting millions of #families and individuals across urban and rural areas. As we navigate the challenges of rapid #urbanization and population growth, ensuring affordable housing solutions is not just a goal but a necessity for #sustainable development. The #demand for affordable housing in India is projected to rise significantly in the coming years, driven by factors such as increasing urbanization, migration from rural areas, and the growth of #nuclear families. According to recent estimates, the urban housing shortage alone stands at over #18 million units, #underscoring the scale of the challenge we face. Shelter Associates has resettled 8000 individuals from vulnerable slums through the implementation of three major projects in Pune and Sangli-Miraj. These projects demonstrate a workable alternative to the typical slum rehabilitation. By involving the communities in planning and designing their own houses, ensuring tenure security, well-designed internal spaces and infrastructural amenities, Shelter has demonstrated a workable alternative to the typical slum rehabilitation projects that are prioritized by the government which fail to take cognizance of ground realities; and are implemented in an intrusive and opaque manner. The housing social projects implemented by SA are: (1) Based on accurate data which has been spatially organized. (2) Generated from a city-wide approach that considers housing as an integral part of the city along with areas of employment, healthcare, education, and convenience. (3) Implemented in partnership with the communities.
