Two Uzbekistan professional bodies and the world’s leading accountancy body are working together to improve accountancy services for the country. ACCA (the Association of Chartered Certified Accountants), the Chamber of Auditors for Uzbekistan (COA) and the National Association of Accountants and Auditors of Uzbekistan (NAAAU) have signed a deal to work together. The memorandum of understanding (MOU) promotes co-operation between the three parties, advances the interests of the members of the three bodies and promotes the accountancy and audit professions in the central Asian country. The MOU – which initially runs for three years – will promote international standards in accounting and auditing. 📢 Calling all professional accountants! 📊 It's time to step up for active citizenry and the professionalisation of the public sector, especially when it comes to municipal budgets. With 257 municipalities across the country adopting a whopping expenditure budget of R592.7 billion for the 2023/24 financial year, the stakes are high for effective and transparent allocation of resources. Now, as municipalities roll out their draft budgets for the 2024/25 financial year, it's our duty as professional accountants to dive in and make our voices heard. The draft budgets are now available on the websites of the respective municipalities and each resident has the opportunity to provide inputs on these budgets before they are finalised. We have a crucial role to play in ensuring that these funds are allocated effectively for the betterment of our communities. Professional Accountancy Organizations should rally their members to actively engage in this process. We need to scrutinize the budgets of the municipalities where we reside and provide valuable insights on how these funds can be best utilised to enhance service delivery outcomes. One critical question to ponder is: What percentage of the budget is allocated towards investment in critical infrastructure and its maintenance? Infrastructure forms the backbone of any thriving community, and it's essential that a significant portion of the budget is dedicated to its development and upkeep. Yesterday, Jilna Shah, Tax Director, and Samuel Maina, Transfer Pricing Manager at RSM Eastern Africa in collaboration with Kenya Private Sector Alliance (KEPSA), appeared before the National Assembly’s Finance and National Planning Committee to present our submissions on the proposed amendments to Kenya’s Double Tax Treaties (DTAs) under the Multilateral Convention to Implement Tax Treaty Related Measures to Prevent Base Erosion and Profit Shifting (MLI). The MLI was developed in 2015 as a BEPS Action 15 which calls for the development of comprehensive multi-lateral instruments to modify existing DTAs. Kenya signed the MLI on 26 November 2019 and the Cabinet approved the same on 21 March 2023. Kenya is required to submit a list of Articles in the MLI that it chooses to adopt or not to adopt. RSM and KEPSA appeared to share views on Articles in the MLI that Kenya should or should not adopt. DTAs are vital in helping the two contracting countries eliminate double taxation at the international level. News: FG approves new structure for FIRS The Federal Government has approved a new organisational structure for the Federal Inland Revenue Service to boost its operations. The agency made this known on Monday in a statement signed by the Special Adviser Media to the Executive Chairman, FIRS, Dare Adekanmbi. It stated that it would be undergoing a major reorganisation. He stated that the Minister of Finance and Coordinating Minister for the Economy, Wale Edun, will unveil the new structure during a two-day strategic management meeting of the FIRS in Abuja. According to Adekanmbi, the aim of the meeting is to ensure that all directors are fully informed and aligned with the strategic direction of the agency. He noted, “The retreat will also engage with external stakeholders in government, professional bodies, and the organised private sector to discuss the renewed and refocused strategy of the FIRS.” The theme of the retreat is “Reimagining Tax Administration for Equity and Economic Growth”. Adekanmbi added, “The Chairman of the FIRS, Zacch Adedeji, has been spearheading a radical transformation in the values of the agency since assuming office. His vision is to make the FIRS more taxpayer-centric and a well-suited revenue-collecting agency.” Meanwhile, FIRS has revealed plans to significantly increase its tax revenue collection by 57 per cent to N19.4tn.
