Key highlights include the recognition of cyber as a warfighting domain, akin to traditional weapons systems, and the need for open discussion about non-kinetic capabilities while maintaining operational secrecy. The strategy also emphasizes the importance of synchronizing non-kinetic effects like cyber, predicting that they will play a decisive role in future conflicts. The Navy and Marine Corps are actively integrating cyber forces, with the Marines pioneering in service-retained capabilities and the exploration of off-net methods for accessing targets.
