Earlier this month, the D2N2 Local Enterprise Partnership team and functions transitioned into the East Midlands Combined County Authority (EMCCA). We caught up with Scott Knowles DL, Chief Executive at East Midlands Chamber (Derbyshire, Leicestershire, Nottinghamshire) and D2N2 Local Enterprise Partnership Board Member, and invited him to share his reflections on this move. Scott said: “The Chamber was right there at the beginning of the LEP concept in 2010, becoming the ‘managing employer’ of D2N2 LEP, when for a while that was a single individual! Local Enterprise Partnerships (LEPs) have had an essential role in the last 14+ years, being a conduit for how funds have been deployed from the centre for use locally, to have the strongest impact on the greatest number of people and businesses, providing leverage and pump priming for capital projects that otherwise would not have happened, and providing a service to the wider public / private sector LEP partnership in regard to research and economic intelligence to ensure sound economic decisions are made with the limited funds from the centre into the two counties and cities of Nottinghamshire and Derbyshire. Working very closely with the Chamber, on the delivery of the D2N2 Growth Hub, partnering with our world class universities, the private and voluntary sectors, D2N2 Local Enterprise Partnership has steered the business support landscape and pioneered enduring initiatives such as widespread decarbonisation plans for business, championed the development of skills strategies to address the acute skills shortage across the cities and counties and embraced the potential of hydrogen as a low carbon fuel source via East Midlands Hydrogen. The capital projects supported by D2N2 Local Enterprise Partnership are legion – from essential transport infrastructure programmes, to addressing digital shortcomings in rural parts of the counties to supporting the development of the tourism and leisure offer for visitors. Sometimes repeating the same thing over and over helps (I think?). So for the new Ministers in the DfT, some narrative re the Cardiff Crossrail. In essence we can deliver the benefits of a brand new £2-3Bn 20Km rapid transit network for less than half of that cost by better utilising the existing rail (plus a few short new connections like "Station Link"). Crossrail Phase 1a is funded (that is appreciated) - However, it is Phase 2 that starts to unlock the bigger strategic benefits & provides the foundation for the full scheme (which as stated has the biggest economic impact and mode shift potential of any in Wales); Phase 2 prob needs just £200-300M #heidialexander #simonlightwood Department for Transport (DfT), United Kingdom https://lnkd.in/ewB4FiEc
I think the Cardiff Crossrail is a vitally important scheme for Cardiff, the Cardiff Capital Region and Wales. It has the potential (in its full form with: minimum 4tph, additional stations like Ely Mill, Roath Park, Gabalfa, etc; the Radyr/Coryton link, extension east to Newport Rd via Splott, to Penarth and the NW Corridor to RCT) to enable the largest mode shift of any scheme in Wales given the large population served and better PT connectivity to major trip generators like Cardiff Bay and Heath Hospital. This will enable major CO2 reduction and multiple TOD development and regeneration projects along its entire route, which includes some of the most economically disadvantaged communities in Wales. There are also many opportunities for bus/rail interchange to help build our multi modal PT grid. Apart from the NW Corridor section to RCT, the Crossrail is mainly about upgrading and connecting a lot of currently underutilised rail infrastructure in Cardiff - about 20km. To build a high quality rail-based RT system from new, would cost in excess of £2Bn; but Cardiff Crossrail can be delivered for probably a third or less than that over the next 5-15 years. I don't know why we are waiting? We are thrilled to share the publication of our latest research report on 'the value of community rail' 📝 Our report, supported by Rail Delivery Group, finds that #CommunityRail is engaging 125,000 people annually in a huge array of activities worth £129million in social value to communities across Britain. The grassroots movement is playing a key role in putting local railways and stations at the heart of inclusive, empowered, sustainable and healthy communities, and from funding of just over £7.2million, is producing a social return of investment of £17.89 per £1 spent. The report showcases the work of 75 community rail partnerships, a diverse mix of locally based community organisations, which now span more than a third (35%) of Britain's rail network, and nearly 1,300 station groups, now covering half of Britain's 2,500+ stations. These missing metro rail links are critical. Opening the Western Sydney Airport without rail from west to east will be simply embarrassing. Let’s agree to connect Leppington to Bradfield. Priority 1. Then the other two links. As for costs, there are many options for funding. The federal government, whose asset (the airport) is the single biggest beneficiary of a connected transport link, would be the first place to start. They should fund at least 80%. The State funds 20%. Let’s do it now
