This is not rocket science. split all supermarket chains into separate ownership. Separate distribution and wholesale ownership from retail so you cannot own a supermarket and own a chunk of the distributor who supplies you. In a very short period of time you would have five or six supermarket chains and two or three distributors supplying all and competing for their business. That would then level the playing field for new entrants to both retail and wholesale. cost to NZ? nothing. Benefit, comparative prices to the rest of the world. Rinse and repeat with the building industry.
