I think it is long past time. In fact, I think, without it becoming a witch hunt, the IRS should amend the 990 forms nonprofits are required to complete annually. They should refine questions already there and add others, that go to fulfilling tax exempt purposes and not violating lobbying and political endorsements. Answers to those questions should generate red flags to be checked out. I suspect the result would be a lot more tax revenues in the federal coffers. While editing it, they should increase the penalties for non-compliance including personal liability for employees, board officers signing off on the 990 as well as the accountant that prepares the form and include strong warnings about same under the signatory space on the form.
