More than 125 people from across Maine, New Hampshire, and Vermont joined Thriving Communities Technical Assistance (TA) Providers and federal agencies as part of the Federal Interagency Thriving Communities Network convening at St. Anselm College Institute of Politics earlier this week. NRRA Communications Manager, Andrea Folsom, MSW, attended the event on behalf of NRRA to gather additional resources for and share the challenges faced by NRRA's Municipal Members - including the need for more solid waste infrastructure funding for all NH municipalities and cumbersome grant application and reporting requirements - with the federal agencies in the room. Applying for and managing federal grants can seem particularly daunting for smaller municipalities that may lack the personnel to write or manage grants. More often than not, municipal staff are required to wear many hats to help their community function smoothly. The Thriving Communities Network aims to reduce barriers to federal grant funding by providing resources and tools municipalities of any size can use to successfully compete for federal funding. While the concerns raised in the study regarding cash-for-work (CfW) programs are valid and highlight important considerations, it's essential to recognize that CfW interventions still have merits in certain contexts. From my experience, CfW programs can offer: -immediate income support -stimulate local economies -foster community engagement -provide adaptable solutions to address both short-term crises and long-term development goals. CfW can provide vital support and build resilience within vulnerable communities, especially when integrated with other complementary assistance modalities.
The debate on Cash for Work continues. I extend this link here for the hive-mind to respond! My 2cents: Its very unfortunate to see the observation in relation to community-built infrastructure. By linking it to CfW, the authors have inadvertently condemned community-based approaches for infrastructure projects. In my experience, this is not the case and is in fact a well documented and executed practice. For Example: GADRRRES Towards Safer Schools, among others. This could be a case where the observation is written by Cash Experts, rather than infrastructure / construction experts. https://lnkd.in/dThuPVWz

**Supporting Our Library and Prioritizing Public Safety** As your mayor, alongside our city commission, I want to assure you that we fully support our library and value the importance of its services to our community. Recently, there have been discussions about ending the library/city management agreement, but I want to make it clear that this does NOT mean we are considering removing or reducing the mills that voters recently passed. Public safety in our city is in dire need of financial support, and we are facing some tough budget decisions to address these needs. One of the options on the table is to end the city subsidy of 7 mills, and redirect those funds back to public safety. To be clear, we are not considering taking away the mills that our community voted for. Our goal is to ensure that we can maintain essential services while also strengthening our public safety efforts. We appreciate your understanding and continued support as we navigate these important decisions for the well-being of our city.

The National Association of Black Women In Construction's (NABWIC) #BillionDollar luncheon in Transportation Contracting Opportunities this week is sure to open doors for small and minority businesses. I want to highlight that a big reason for that is the remarkable work of the Equity in Infrastructure Project (EIP) founded by Phil Washington and Porcari John D.. I’m thrilled that Phil will be speaking at the luncheon on Friday. Thanks Southeastern Pennsylvania Transportation Authority (SEPTA) for being one of the first signers of the EIP Pledge. The EIP is ensuring that President Biden's historic Bipartisan #InfrastructureBill will advance equity in our country. The much-needed injection of investment into infrastructure will connect historically disadvantaged and underserved communities to jobs and economic opportunities. EIP has championed this by signing MOUs with key agencies. The MOUs pave the way for small and minority businesses to compete for work with the signed agencies, without undertaking additional paperwork. I attended a historic MOU signing a year ago between the EIP and Dorval R. Carter, Jr., President of the Chicago Transit Authority, as well as Leslie Richards, General Manager of the Southeastern Pennsylvania Transportation Authority (SEPTA).
