It was a real pleasure to participate in the panel “Size, spending and sources: the how-tos of the next EU budget” with Riccardo Barbieri Hermitte, Pascal Saint-Amans, Heleen Uijt de Haag, chaired by Zsolt Darvas at the Bruegel - Improving economic policy Annual Meetings 2024 this week. During my intervention, I discussed four key principles based on lessons learned from the past 5 years: · A policy-based budget – we need to focus the EU budget on our priorities · Simplification – we need to simplify access for beneficiaries, cut timelines, provide more certainty · Be more impactful – we need to maximise the impact of the EU budget by leveraging national, private & institutional financing · Be flexible – we need to be able to address new challenges as they emerge – this is THE lesson of the past 5 years And of course, to develop a future-proof EU budget, we must modernise the revenue side of the EU budget. Headwinds and Tailwinds: Navigating Budgets in Turbulent Times Launch of the Open Budget Survey 2023 The International Budget Partnership will launch its latest Open Budget Survey report – the only independent, comparative, and regular measure of budget transparency and accountability around the world – at a virtual public event. This latest survey marks our largest round ever—with 125 countries assessed. As conversations around climate financing, debt and other key issues loom large, the budget process is an essential space for governments to engage their people in critical decisions they are making around how to raise and spend public money. Our launch presents a unique opportunity to showcase key findings from the survey and concrete paths to make budget processes more inclusive and accountable to everyday people. We will feature remarks from leading government reform champions and civil society leaders. Speakers will present their experiences advancing greater accountability in their country’s budget processes and share lessons for others on a path to reform. It provides assurance as to the reliability of EU accounts, meaning whether or not the accounts accurately reflect the EU's financial position. It also assesses the 'Rate of Error', being the estimated amount of irregular expenditure in 2023 EU budget spending. This does not necessarily mean that money was spent wastefully or fraudulently, but that it was not spent according to the rules. In the 2023 Open Budget Survey of the International Budget Partnership, the Philippines ranks 15th of 125 countries on budget transparency, 12th on public participation, and 4th on fiscal oversight. The Philippines under the current administration has set a high starting point for itself on fiscal openness, and it would be interesting to see how much further it could go in strengthening public access to budget information opportunities to participate in budgeting.
