The development industry is navigating a higher-interest-rate environment, but one that is unique compared to 2008-09, due to the compounding impact of rapidly rising rates colliding with high construction costs, permitting delays and increasing government fees, taxes and levies. These factors combined result in a slowdown of activity, which has caused developers to think strategically about the projects in which they choose to invest money and time, according to those who spoke to BIV. Langford set the standard & approved building permits in a few days & developments within a few months. "Langford’s Building, Planning, and Engineering Departments processes are worked on concurrently by staff. 'Working concurrently really helps our process. IPA: Q2 2023 apartment construction starts have plummeted across the US with some markets experiencing as much as a 50% decrease from quarterly norms. The current lack of construction financing availability combined with uncertain rent growth and cap rate expansion caused this resounding slamming on the brakes. Construction spending update: > November construction spending was estimated at a seasonally adjusted annual rate of $2,050.1 billion, up 0.4 percent from October and 11.3 percent year-on-year. This is the 11th consecutive month of increases. > During the first eleven months of 2023, construction spending amounted to $1,817.1 billion, up 6.2 percent year-on-year. > For private residential construction, spending on new single-family homes rose 2.9 percent from October and 5.5 percent year-on-year to $400.4 million. > Spending on multifamily construction edged up 0.1 percent from October and was up 13.6 percent year-on-year. Multifamily construction starts have made a notable decrease compared to the levels seen in 2023, suggesting conditions may have turned a corner. While many markets are expected to deliver as many, and in some cases more units in 2024 than 2023, this trend is expected to settle in 2026, primarily driven by the slowdown in starts. If current levels of demand persist into 2026, the market could quickly turn from over- to undersupplied, which would in-turn drive occupancy and rent levels. There were 860,000 units under construction across the U.S. at the end of May 2024, compared to the 1.2M under construction at the end of Q1 2023, with only 63,000 new units started the first quarter of 2024.
