China ousts 3 defense firm executives from top political body CPPCC. May potential engender political instability near the top of Chinese leadership as well, possibly even at Politburo level. The 3 defense executives ousted are heads of: - China Ordnance Industries Group (NORINCO), and - China Aerospace Science and Technology Corp. The three Chinese officials had been CPPCC members (kind of like being members of House of Lords). Beijing had just removed it, thus depriving them of political cover & deterrent against even more serious investigations. They supply advanced weapon systems and components for China's military PLA, particularly for Rocket Forces and General Armament Dept. China's ex-Defense Minister Li Shangfu, who was just recently removed from power, was head of PLA General Armaments Dept (responsible for arms purchases). Hence there are rumors about Li Shangfu connection to these 3 defense executives. But so far overlooked is how 3 members of the Politburo (made up of China's top 24 leaders) may be implicated as well. A year ago, at 20th Party Congress, China watchers were just marveling at how 3 of the 24 new Politburo members belong to "military-industrial gang" 軍工系. Those 3 "military-industrial gang" Politburo members are - Deputy Premier Zhang Guoqing - Chongqing PS Yuan Jiajun - Xinjiang PS Ma Xingrun. All 3 of them used to be executives at the very same military technology companies that those three execs that just got fired worked at. Zhang worked as CEO at China Ordnance Industries Group (NORINCO), while Ma and Yuan worked as CEO and vice CEO at China Aerospace Science and Technology Corp. It was hailed in Dec 2022 as sign of China committing to accelerate military modernization. While it's too early to say whether the 3 Politburo members will get implicated for ties to those 3 defense executives - just 'coz they worked at same companies doesn't mean they're buddies - but they'll most likely share colleagues & subordinates from their time there. Which means at minimum those Politburo members may need to lay low for a little while, until investigation of those 3 defense executives & people in their inner circles is complete -- and worst case scenario may see their political clout compromised if investigations escalate. Either way, those 3 executives’ removal gives more credence to charges of corruption in the military-industrial complex. Ongoing investigation may put people on best behavior, but also induce passivity and may chip away at China’s ability to catch up with the West militarily.

Carl Schmitt, was a German legal and political theorist, was born on July 11, 1888, and died on April 7, 1985. Schmitt is renowned for his significant contributions to political theory and legal philosophy, particularly in the context of authoritarian and totalitarian regimes. His work, "The Theory of the Partisan" (1963), is especially notable for its early recognition of the growing importance of asymmetrical and hybrid warfare. The Cynefin Framework is a decision-making model that helps leaders and problem-solvers understand the context of a situation and choose the appropriate approach to address it. Developed by Dave Snowden, the framework is based on the idea that problems can be categorized into five domains: 1. Clear: The cause-and-effect relationship is clear, and the solution is known. 2. Complicated: The cause-and-effect relationship is known, but the solution is not obvious. 3. Complex: The cause-and-effect relationship is not clear, and the solution emerges through experimentation. 4. Chaotic: The situation is unpredictable, and the cause-and-effect relationship is not clear. 5. Disorder: It is unclear which domain the situation belongs to, and it requires further analysis to determine the appropriate approach. The framework is used to help decision-makers recognize the context of a problem and choose the most effective approach to address it. It has been applied in various sectors, including strategy, police work, international development, public policy, military, counterterrorism, safety, energy, healthcare, sales, and education.
