Twenty-five years ago this week, I joined the Volpe Center where I was recruited to start a track degradation inspection, assessment, and analysis capability to support evaluation of degraded track conditions affecting safety. I had just started working as a post-doc continuing my PhD research advancing ground penetrating radar (GPR) technology for railway track assessment when the start date came through faster than planned thanks to the support of Vin Terrill (who passed a few years ago having served as VP Engineering of Boston and Maine RR and was very active after retiring) and rail leaders like Michael Trosino of Amtrak. The initial years were very productive with joint research advancements in Europe and the U.S. with the support of Amtrak, Union Pacific, CSX, and BNSF. But too soon, the leaders that recruited me (including Bill O’Sullivan of FRA and Herb Weinstock who was my first Division Chief) retired and left a bit of wisdom that the program would have to succeed despite the usual pressure towards the status quo. I never thought of myself as an agent of change and, perhaps by luck, the reality of this situation was never apparent to me in real-time, but there were emerging headwinds to this new program focused on using automated track inspections to develop basic track engineering data. These challenges led to improved clarity in terms of the programs purpose and need, as well as an increased sense of urgency. Thanks to Al MacDowell, Gary Carr, John Tunna, Mahmood Fateh and Hugh Thompson the challenges led to a stronger, more effective program that still provides unique opportunities for impactful research. Working at the Volpe Center has brought opportunities that I would like to share as examples of the unique challenges the Volpe Center can provide to help advance careers in any mode, on most any critical topic in transportation. In the comments you can find a few examples. I am grateful for these opportunities to conduct technical research, better understand the economic situation that the research supports, and support improved effectiveness of the oversight and regulatory activities impacted by the research. I am looking forward to continuing progress on this research a bit more so that future railroaders can better advance the competitiveness and safety of the rail industry. What I took away from yesterday's event sponsored by Kiewit, Trimble Inc., 4M Analytics , Infraday, T2 Utility Engineers, and Colorado Department of Transportation was that Jim Anspach, P.G. (r), Dist.M.ASCE, NAC is one gem of a guy. The tributes heaped upon him included: Pioneer; attention to detail; mentor; energy, enthusiasm, utility life cycle, "do the right thing"; the 'why' behind doing the right thing; retirement; re-retirement. And from the man, himself: Use the engineering standards; know what you have put in the ground and document it; human nature is to gamble; the future is bright because we're sharing information. Jim also created a PhD program at Iowa State University to continue the forward progress of SUE (subsurface utility engineering). The State of Colorado thanks you, Jim (not that I speak for the state, but I'm a native, so maybe I can). It's fair to say that engineers often work miracles. They create things that we never thought were possible. The engineers at ODIN do it all the time and we are lucky to have them on our team. We are also lucky to have National Park Service engineers. It's not often that we think about the behind-the-scenes engineers who improve our National Parks and keep the parks beautiful and accessible. At NPS, their engineers have the opportunity to work on the nation’s treasures that impact close to 300 million visitors per year. That may entail (1) finding new or different solutions across 85 million acres of land to maintaining historic structures and systems; (2) creating and maintaining new roads and bridges; or (3) playing a key role in the future of sustainable development. With their tremendous knowledge, engineers around the NPS design solutions at the ground level.
