The Pentagon’s key research arm is leading a new initiative to produce resources and assets designed to help its personnel approach and adopt disruptive and emerging artificial intelligence technologies more cautiously and responsibly, according to its chief. “We are trying to flesh out the recipe environment to focus on something we call ELSI — so the ethical, legal and societal implications of our new technology,” Defense Advanced Research Projects Agency Director Stefanie Tompkins said this week at the NATO to the Future micro-summit hosted by Capital Factory. https://lnkd.in/eKKGPhaV

A few comments from me for the South China Morning Post SCMP. I reflect on US National Security Advisor, Jake Sullivan's recent remarks about wanting to see 2-3 signature AUKUS Pillar II projects launched and underway by the time the Biden Administration finishes on January 20. This is a welcome message for start-ups, small-to-medium enterprises, research communities and private capital who have invested significant financial and human resources in Pillar II workstreams. Sullivan's comments are a reminder of just how difficult it is to align the culturally divergent worlds of commercial technology innovation and government procurement. I’ve been having an ongoing conversation about doctrine and innovation. Some, what I call doctrine hardliners, believe doctrine is proven and technology should be adapted to current doctrine. I believe doctrine is a foundation from which to start and needs to change and adapt to new technologies and capabilities. The hardliners don’t want to budge. What do you all think? Technology drives doctrine change? or Doctrine dictates how technology is employed? As stated in this article, “in the decade since…external threats emerged, the DoD’s doctrine, organization, culture, process and tolerance for risk mostly operated as though nothing substantial needed to change.” "....innovation in doctrine and concepts is driven by four major external upheavals….: 1. China delivering multiple asymmetric offset strategies. 2. China fielding naval, space and air assets in unprecedented numbers. 3. The proven value of a massive number of attritable uncrewed systems on the Ukrainian battlefield. 4. Rapid technological change in artificial intelligence, autonomy, cyber, space, biotechnology, semiconductors, hypersonics, etc., with many driven by commercial companies in the U.S. and China. We must move quickly....but how?
