#AngelaRayner has just been speaking in the #HouseofCommons this afternoon setting out the #Government’s plans to meet #Labour’s pledge of building 1.5 million new homes. Rayner said that “it is not just a professional responsibility but a moral obligation to see more homes built”. Some of the key #planningreforms announced, which Rayner has said are “only the first step”, include: 1). All Councils in England are to be given new, mandatory housing targets which will see the annual total rise from 300,000 to over 370,000 per year; 2). There will be a requirement placed on councils to review their #greenbelt land when insufficient brownfield land for homes is available, with #greybelt being identifying and prioritised; 3). #Greybelt sites will only be built on if they meet the Government’s #goldenrules that half of homes are #affordable, the plans enhance the local environment and the necessary infrastructure is in place, such as schools and GP surgeries. The draft revisions to the #NPPF, which are now out for consultation, can be found below, with the revisions expected to be published before the end of the year, which will be followed by further reforms in the #PlanningandInfrastructureBill. #angelarayner #housebuilding #planningreforms #NPPF #housingtargetrise #brownfield #greybelt #greenbelt

We welcome the new National Planning Policy Framework announced today by Ministry of Housing, Communities and Local Government which underlines the government’s commitment to building 1.5 million new homes, driving economic growth, and tackling the housing crisis. Delivering on that commitment will need local government, central government and the housebuilding industry to work together constructively over the months and years ahead. The newly announced planning framework (NPPF) and Grey Belt definition effectively removes 2 important Green Belt protections: 1. “safeguarding the countryside from encroachment” 2. “to assist in urban regeneration, by encouraging the recycling of derelict and other urban land” Applications can no longer be opposed on these grounds, meaning a clear switch from brownfield to greenfield developments. Add that to the significant reduction in housing targets for urban areas: London -12% Newcastle -15% Nottingham -32% Leicester -36% Birmingham -38% Coventry -55% and the huge hike to rural areas: New Forest 106% Wyre +107% North Yorkshire +200% Northumberland +200% Cumberland +352% Westmorland and Furness +487% Then add the removal of the ability for councillors to ‘call in’ and vote against individual planning applications that accord with the Local Plan…. and the new power for elected Mayors to call in and directly approve planning applications for large residential and commercial developments…….. You can see where this is going.

A special thank you to WSP and the amazing staff at Loyalist for making this happen. The Secondary Plan will provide a policy and implementation framework to guide the future growth and development of this area for the next 25 years to the year 2046. It will consider future needs and priorities for the new community, including housing types, urban design, community amenities, protection of the natural environment, servicing, stormwater management, and transportation, including active transportation. Amherstview is experiencing the most rapid growth of the Township’s three (3) urban settlement areas, and is anticipated to have a remaining residential land supply of five (5) years, due in part to housing demand outpacing population growth, as well as a declining average household size. Proximity to the City of Kingston in the east has also influenced the distribution of growth in Loyalist Township, and in Amherstview where residential growth in the Township is focused.

The latest discussions on the Three Rivers Local Plan will be held tonight at the Council's Local Plan Sub-Committee. Unsurprisingly over 90% of respondents to the last consultation (a round 4 of Reg 18) agree with the 'low growth and Green Belt restraint option'..... Concidentally there was a 'large generational disparity' between respondents with only 21 born after 1990..... The low growth option is very low indeed - 270 dpa compared to the standard method target of 640 dwellings. Offices are doing a good job of pointing out to the Councillors the many risks of the preferred approach and are encouraging taking forward a higher housing number (although this is 450 dpa which is still well below where it needs to be). The report would have been written before the election results so it should be an interesting discussion tonight. Major planning changes coming into effect to deliver the homes NSW needs The NSW Government’s Transport Orientated Development planning reforms estimated to deliver over 170,000 more well-located, well-designed and well-built homes throughout the Sydney, the Illawarra, Hunter and Central Coast begin this month. In December last year the government announced the Transport Oriented Development State Environmental Planning Policy (TOD SEPP) which identified 31 stations across 13 local government areas around which new housing is to be located within 400m. Working with the Department of Planning Housing and Infrastructure (DPHI), 12 of the 13 local government areas have engaged with the DPHI to develop housing plans that deliver greater or equal housing numbers than would be required by the original TOD SEPP. During discussions it has also become clear that several councils not only welcomed the opportunity to develop housing plans for existing TOD sites, but wanted more TOD https://lnkd.in/g5P4YZBg

🚨 Changes to the UK’s Green Belt Policies 🚨 Significant updates are being proposed to address housing shortages and urban development needs. Key reforms include the "brownfield first" policy, which prioritizes building on previously developed land. A notable change is to Paragraph 151 (g) of the 2024 draft NPPF, easing restrictions on redevelopment in the Green Belt. It now allows projects that ‘do not cause substantial harm’ to the openness of the Green Belt—an important shift for developers.
