I appreciate the Edina Sun Current's coverage of Edina's latest TIF district France #3. Like TIF districts France #1 and France #2 market rate housing and class A office space are featured kinds of development in this district. The TIF agreement sets aside 25% of TIF generated funds for possible infrastructure or affordable housing. From the Sun Current Coverage: Risser had "a lot of concerns" with the process and how the project developed. She said she struggled with including the potential pedestrian crossing as the council never had a conversation on if this is the right location for it. She was also "kind of horrified" by creating a TIF district for a project that was already rewarded a planned unit development zoning. "We saw how, without TIF, you're not going to get the affordable housing, but that was supposed to be part of the PUD agreement. You're not going to get the sustainability. But again, that was supposed to be part of the PUD agreement. And so I kind of feel like it's not really a give to get. It's a 'Give to get, but we'll pay you for what you're giving us.' And that really bothers me a lot," Risser said. "What we're getting is primarily construction that we don't necessarily need. And so I can't get past that reality."
