What describes the complete profile of an evaluator? One common and silent challenge among hiring teams and employers is defining the scope of work for their M&E staff or hires. You'll find notable discrepancies in TORs and job descriptions. I also believe it is the same for M&E professionals as there many titles for the profession: MEAL, MER, MERL, MEL, MERLA, and M&E. It is difficult to define the scope of work for an evaluator. Different programs, different contexts, and different data will always tip the scales against any set definition. So, we're back to the question that opens this post: what describes the complex profile of an evaluator? In my opinion, we can find answers by looking at the entire project lifecycle and finding the roles of evaluators at each stage of the cycle. This underscores the idea behind Design, Monitoring, and Evaluation (DME) techniques. An evaluator should be able to play a significant role in designing and planning programs through problem analysis, need assessments, baseline studies, logic model design, etc. The same evaluator should also be able to design data collection tools, manage a monitoring system, analyze data, develop periodic reports and stories, and improve accountability at all levels. Also, the same evaluator should be able to plan and conduct evaluations, as well as integrate opportunities for learning in all of these processes. With the DME Framework, evaluators would be able to find roles at all stages of the project lifecycle and develop the skills required for an evolving job market. As an evaluator, especially all a young evaluator, there's much to learn because you have a role at every point in the program. A complete evaluator profile brings evidence-based and evidence-related value at every point in the program. Recruitment and workforce solutions firm Hays has released a report revealing the top 10 in-demand skills in Australia for this year.
