As the Special Agent in Charge (SAC), one of my primary concerns is weapons smuggling, which poses a significant threat to public safety in Puerto Rico and the U.S. Virgin Islands. The need to intervene with violent individuals in possession of firearms is immense. At HSI San Juan, we are committed not only to removing weapons from the streets but also to developing initiatives aimed at disrupting the transshipment of firearms from the U.S. to the Caribbean. Our strategies will focus on collaboration with local and federal agencies to tackle this issue effectively. This post by Puerto Gonzalez Diez illustrates a grave and complex issue: arms destined for conflict zones like Ukraine potentially falling into the hands of organized criminal networks. This scenario highlights the blurred lines between combat support and the unintended bolstering of organized crime. During my time at the Countering Transnational Organized Crime (CTOC) course at the George C. Marshall Center in Germany, we explored these very dynamics. We analyzed how arms, even those sent with the best intentions to aid in conflicts, can inadvertently end up in illicit markets. This situation in Spain, involving NATO-caliber arms used by drug traffickers, exemplifies the critical challenges we face. A significant part of our training involved creating whole-of-government strategies to respond effectively to these scenarios. The need for such strategies has never been more critical. This calls for more than vigilance, as it demands a concerted international effort to implement stringent controls and ensure that support efforts to nations in conflict do not counterproductively empower those with malicious intent. #armscontrol #organizedcrime #CTOC #securityanalysis

Italy and Spain to send Police experts to train Haitian Police in fighting Organized crime groups. Haiti is a clear example of policing gap. Collapsed government and collapsed governance resulted in a total uncontrolled and unsecure environment. Local Police, unable or unwilling, has to be reinforced if not replaced. Population is at risk, SASE is compromised, criminal gangs control the country and fill all the voids to gain power and influences. Stability Policing is aimed to grant Rule of Law, respect of Human Rights, Public Order and Security.

It sounds like the incident with the Lamborghini Huracan Tecnica highlights a serious risk management issue. Project management principles could play a vital role in helping Lamborghini prevent future incidents like this and streamline their processes: Risk Identification & Mitigation: Project managers are experts at identifying potential risks. In this case, faulty wiring that caused the fire could have been flagged earlier with a more robust risk assessment process. Implementing a risk management plan would ensure that fire hazards or electrical issues are caught in the design or pre-delivery phase. Quality Control & Testing: With clear quality control protocols in place, any manufacturing or wiring defects could have been identified during the testing phase. Project managers are skilled at ensuring the quality assurance processes are followed through each phase of production, reducing the chances of issues like this slipping through. Incident Response Plan: In the event of an emergency like this, having a clear project response protocol (that includes coordination with local authorities) could improve the speed and efficiency of the response, minimizing damage and enhancing safety. Stakeholder Communication: Clear communication channels should have been established between the manufacturing team, the dealerships, and the customers. A project manager would ensure that updates and necessary repairs or recalls are communicated quickly and efficiently to all stakeholders. In short, project management principles like risk management, quality control, and effective communication could have greatly helped Lamborghini not only prevent this incident but also respond to it more effectively.

Italy is the Country whose ghosts of unsolved cases have been hunting us down since decades. The murder of jail educator Umberto Mormile killed on April 11, 1990 is one of them. The recent trial held in Milan has spelled out in black and white an obscure motive of the murder : Mormile knew of the secret agreements signed between the Italian secret services and the highest ranks of ‘Ndrangheta, the most important criminal organization now and then.
