I do hope they take into consideration, that large organisations are siloed by corporate politics, rules and business processes, smaller teams, even individuals with the help of AI, and freedom to breath could do a lot of these projects in place or in house. pot hole prediction, just like water leak prediction for instance, build an open to all, database of known repairs, and reports add knowledge of known predictions, get AI to run over the data. check 10/20 percent of the outcomes. See if you have a working model. In both cases, you would have a large dataset, that could be built on and share as open source, within reason and security considerations, to the public for transparency, monitoring accountability and made available to all for future improvements and further research.
