🛰️ The FCC recently released its draft version of a NPRM regarding a licensing framework for In-Space Servicing, Assembly and Manufacturing (ISAM). The item is tentatively scheduled to be voted on at the FCC’s Open Commission meeting on February 15. The NPRM proposes changes to the Commission’s rules, which include defining what constitutes an ISAM space station, creating a framework for ISAM space station operators to pursue FCC licensing under Part 25 of the Commission’s rules, and clarifying how the FCC’s space station license requirements such as orbital debris mitigation could apply to ISAM operators. Space Systems Command (SSC) has awarded the Emergent CubeSat Technology (ECT) project to BANC3, Inc. and Parabilis Space Technologies, Inc. These two Non-traditional performers will lead the effort with support from three sub-contractors: Intel Federal LLC, Princeton Satellite Systems, Inc, and Quantic X-Microwave. ECT was awarded through the Space Enterprise Consortium (SpEC) Other Transaction Authority (OTA), sponsored by SSC. The Emergent CubeSat Technology project aims to develop a prototype that provides more capability than existing CubeSat technologies. The overall goal is to enhance small satellite capabilities as we miniaturize satellites to meet the Space Service Acquisition Executive’s vision. SDA funded six companies to study the feasibility of assisted, on-demand space vehicle (SV) de-orbit as a service—kind of like a tugboat in space! These studies were funded under a recent call for proposals through the Systems, Technologies, and Emerging Capabilities (STEC) Broad Agency Announcement (BAA). SDA selected these companies to each complete a study: Arkisys; Impulse Space; Quantum Space; Sierra Space; SpaceWorks Enterprises, Inc. (SEI); and Starfish Space. The studies have already kicked off and should be done by the end of this year. While the PWSA’s SVs are equipped with propulsion systems sized and qualified through responsible disposal at end-of-life, SDA is also interested in commercially available options for assisted disposal services as a potential future cost-saving measure or as a contingency should they be required. ICYMI: a media snippet ✂ Post: Surviving the Push: Legacy Space Companies and the SDA Do excuses matter in a market full of capable competitors (one of them extraordinarily aggressive)? A recent SpaceNews article prompted me to revisit an analysis I wrote nearly two years ago. In it, I asked whether legacy satellite manufacturers, such as Northrop Grumman and Lockheed Martin, could accomplish something they rarely (if ever) do: build inexpensive satellites quickly, with no delays, for the Space Development Agency (SDA). That agency is attempting to avoid the usual lengthy acquisition death spirals. At the time, I noted that the SDA was nudging legacy manufacturers to buy into its new space technology acquisitions model. At the time, the question I posed was: Could the legacy manufacturers adapt to the SDA’s needs? I thought they might, but it was not a confidence-inspired belief. While both companies offer in-house satellite buses, sensors, etc., neither could build satellites quickly (for reasons listed in the analysis). I assumed their inability was why both companies turned to smallsat manufacturers such as Terran Orbital and Airbus OneWeb to help meet the SDA’s requirements. This seemed to work for them, as Lockheed deployed 10 SDA satellites in 2023, and Northrop is on track to deploy its Airbus-based satellites for SDA in September 2024. Since that article, the SDA has begun pushing instead of nudging. Not all legacy companies appear to be dealing well with these shifts in military space acquisitions. L3Harris, yet another military-focused aggrecorporation, appears to be one of those. The SpaceNews article portrayed it as a company under stress. L3Harris publicly blamed both space industry supply chain and Moog for its inability to meet the SDA’s schedule (despite having over three years to build four small satellites).
