The USAF and USSF are adapting to sweeping changes in response to great power competition. As Charles Darwin said, "it is not the strongest or most intelligent that survive, but those most responsive to change." One of these changes includes the reintroduction of warrant officers to provide an additional layer of technical expertise. However, such changes can reveal organizational cracks. It remains to be seen how the air and space forces will adapt to maintain their superiority. SOAP BOX ALERT: This current Governmental fiscal situation is exactly the opposite of fiscal responsibility from our elected officials. As this year is a presidential election year, we have the added bonus of heightened acrimony. In case you don't follow how Government funds itself, under Article I of the US Constitution, Congress is the holder of the purse strings. However, Congress has not passed a budget in more than a decade. Instead, a piecemeal funding happens that are known as a "Continuing Resolution". This is a terrible way to manage the Government spending, and it has powerful negative economic impacts, such as: 1. Wasteful Spending: CRs result in inefficiencies and waste. For fiscal year 2022, the US lost as much as an estimated $48 billion in defense buying power due to the CR. $48 billion would be very useful to those projects and programs to guarantee the safety of our Republic. 2. Uncertainty: CRs introduce uncertainty to government agencies because of the limited duration of funding. This uncertainty affects planning, execution, and long-term projects. 3. Delayed Contracts and Grants: CRs cause delays in contracts and grants, reducing the level of services provided and increasing administrative costs. Workforce Development Stunting: Agencies under CRs may delay hiring, affecting their ability to provide services promptly. 4. Decreased Efficiency and Increased Costs: Programs funded through CRs often experience cost overruns and schedule delays, leading to inefficiencies.
