TODAY: U.S. Department of Energy (DOE) announced a transmission permitting reform rule and industry investments to reduce permitting delays and increase investor confidence to deploy critical electric infrastructure more quickly. The Coordinated Interagency Transmission Authorizations and Permits (CITAP) Program, established by the final rule today, will better coordinate Federal permitting processes for electric transmission, ensuring that Americans have clean, reliable, and affordable power when and where they need it. DOE also announced an investment through the Transmission Facilitation Program for the Southwest Intertie Project (SWIP-N), a proposed 285-mile transmission line that would bring wind energy from Idaho to southern Nevada. On March 1, the IPA released its final Policy Study. The IPA Policy Study analyzes three policy proposals considered during the Spring 2023 session of the Illinois General Assembly: planning and procurement to support the development of energy storage systems, the development of an offshore wind project in Lake Michigan, and the construction of an underground high voltage direct current (HVDC) transmission line. Prior to releasing the final Policy Study, the Agency released a draft Policy Study in January, and received stakeholder feedback on that draft. The Federal Energy Regulatory Commission on a 2-1 vote issued a long-awaited transmission planning and cost allocation reform rule at a special open meeting Monday. The rule — proposed in April 2022 — requires transmission planners to consider multiple forward-looking factors, such as the changing resource mix and customer demand on their systems, over at least 20 years when they develop their plans. Transmission operators must also consider seven economic and reliability benefits when considering possible transmission projects, such as how transmission could help grid operators handle extreme weather events.
