Forget design and construction…PELs, environmental, ROW, utilities, and funding are the sometimes invisible stages of project development that can take the longest. With a $142B 10-year letting plan, and HOU usually receiving 10%, the district is geared up for lettings of $1B to $1.4B per year. What else… -TxDOT is promoting level-letting (more even throughout the year instead of the hockey stick that happens in August.) -Costs can go up for a good reason. For example, TxDOT may WANT to add work to the contract, resulting in a change order (and increased costs). -Interestingly, on time and on budget performance is HIGHER on projects with COs, compared to those without COs. -The 2023 UTP provided the TTC the ability to authorize up to 25% additional funding on projects in Categories 2, 4, and 12 to help account for unprecedented, increases in construction costs. #EndTheStreakTX
