BVLOS has made some good steps, but a pathway for non large scale operations is more readily needed. The wavier process can take too long on a project to project basis. Look at your drone operators that work on a per contact basis doing field mapping for agriculture companies. You have drone ops that will be given assignments with 3 days lead time to map 5, 19, 25 acres of farm land. While in planting season this is not a huge issue, you can see the sUAS capturing imaging and video, but when they come out for a pre harvest mapping update scanning even a 1 acre corn field can be borderline against current rulings. A easier pathway is needed. But keep up with the advancements and achievements. You are paving the way for BVLOS

Simple question - is it legal to decrypt the new encrypted DJI Drone ID data packets with a system that is not an Aeroscope? (I.e., not covered by the EULA.) Yes or no. If yes, please cite the authority that the lawyers will trust for a state agency seeking to acquire the CUAS RF solution that decrypts this data to identify the operator's location etc. Note - citing "our lawyers" is not sufficient. The impacts of the answer to this question being a hard "No" should be obvious.
