The Broadway Corridor of Vancouver continues to be a hotbed of developer interest and the latest to join the ranks is PC Urban Properties Corp., who primarily develops industrial projects but has increased its focus on rental homes in recent years, reported Storeys. "The subject site of PC Urban's proposal is 816-860 W 13th Avenue and 2915-2925 Willow Street, right across the street from Vancouver General Hospital's auxiliary buildings, including the parkade, energy centre, and playground. The site is a land assembly of six parcels, each of which is currently occupied by a duplex that was constructed in 1981. BC Assessment values the properties at a total of $34,420,000. Imagine living on the 19th floor of a newly refurbished apartment block with stunning views over Salford, Manchester, The Pennines, and beyond. The ever-changing Northwest weather offers a daily spectacle of nature at its best. However, the sights in the basement of this 19-storey block were far from impressive: overflowing bins, bags of rubbish on the floor, and the pervasive smell of rotting food. The bins would be full long before collection day and overflowing again soon after. As both a resident and the Lead for Enterprise & Innovation for the landlord, I saw firsthand the significant costs and issues arising from these overflowing bins. Determined to find a solution, I started investigating the bin store in my building. I noticed that many of the black bags on top of the bins looked large and heavy but were filled mostly with air. Squashing these bags down would create much more space. In communal bin areas, people are reluctant to touch others' rubbish, leading to bins that are full by capacity but not by weight. After researching the weight capacity of the bins and equipment that could compact their contents, I found a machine designed for this purpose. However, it required mains electricity, space and an onsite caretaker to operate it onsite, which wasn't practical for every block. This sparked an idea: what if this machine could be mobile, traveling from block to block? And so, the concept of a mobile compacting service was born. Within six months, I turned this idea into reality, installing a compactor into a van and hiring two operatives for a 12-month pilot project. Our goal was to reduce the environmental impact of overflowing bins and the cost of excess waste removal for 2,000 residents. Twelve months later, the project reported savings of over £150,000 for the organisation and reduced residents' service charges as a direct result. It even saved time for the local authority collection operatives as they didn’t have to remove excess waste from on top of and around the bins. In 2021, the Board extended the project into an internal service, which continues to this day. After nearly a decade of service, I was made redundant during an organisational restructure. Seizing the opportunity, I decided to further develop the concept with a patent pending modification and commercialise this service myself. Two months later, Squosh was born as the UK’s first mobile compacting service for communal bins, with the NHS as our first customer and a housing association following soon after. Today, Squosh is an award-winning service offering franchises across the UK. From redundancy to recycling, our journey has only just begun. Watch this space for more updates! Construction works to transform the Broad Walk area of #Harlow Town Centre will begin this month. After months of planning and the completion of detailed designs, project contractors, Conamar, have set up a construction compound in Market Square with invasive site investigations having recently taken place. The multi-million-pound regeneration of Broad Walk will create high-quality, welcoming spaces, including: · Complete repaving of Broad Walk, Cross Street and East Walk · Brand new LED lighting and CCTV provision · Street furniture · Introduction of much needed green, landscaped spaces to complement and continue existing landscaping within The Water Gardens. The scheme is funded through the Government’s Town Deals programme, forming part of Harlow’s Towns Fund programme. This phase marks a milestone in transforming Harlow Town Centre and supports the council’s aspirations to provide a high-quality and safe retail, leisure and residential destination at the heart of Harlow & Gilston Garden Town (HGGT). Construction work will begin at the end of September, starting with Cross Street. The scheme will be delivered in phases working at The Water Gardens end of Broad Walk first, working north, finishing at Market Square. The scheme will take 12 – 18 months and businesses will be operating as usual, with pedestrian access always maintained during opening hours. Councillor Dan Swords, Leader of Harlow Council and Chair of HGGT’s Joint Committee, said: “This scheme will see the transformation of Broad Walk as the council gets ready to start another phase of rebuilding our town centre. “Important outdoor areas of the Town Centre will be transformed with green landscaping, new pavements and new street furniture to create a safer, brighter, more welcoming place for shoppers, visitors and potential investors. “This is all about putting the heart back into Harlow’s Town Centre and it’s just one part of the that we are rebuilding. “Work to transform the bus station and Terminus Street is well underway, plus work starts early next year on the new Arts and Cultural Quarter and plans will shortly be confirmed for the redevelopment of Market Square.” #regeneration #buses #towncentre #development #community #greeninfrastructure #environment #arts #retail #shopping #leisure #government #publicsector #construction #housing #essex #hertfordshire #eastherts #epping

Thank you for sharing, Simon Ha, AIA, LEED AP! This is a fantastic project produced and delivered by private market financing. The affordable housing system desperately needs more of this as we cannot depend solely on the LIHTC to meet our affordability crisis. Matthew Haas has a point that these are unicorn deals (today), but with some level of guidance, the private market could consistently deliver this type of product without the need for a front-end subsidy. Underwriting the time-limited nature of the master lease is challenging, though not entirely impossible. The main concern is how the agency and developer can compassionately handle a worst-case scenario. There is a possibility that the funding may run out or not get renewed, which would shift the entire risk to the private sector. If the worst-case scenario occurs, who is responsible for finding new tenants for the building? The private developer is likely responsible for this. Additionally, who will manage the mass relocations? This situation could drain the developer's operating reserves if they cannot handle the handoff effectively, leading to bankruptcy or insolvency if they are subject to legal action. I posted about the "WeHouse" master lease concept conversation 6 months ago. This is actually happening! According to the Los Angeles Homeless Services Authority, they have a pilot program that will master lease 800 units in LA County and in process of master leasing the 1317 Grand micro-apartment building in Downtown LA. The building was originally conceived to serve the missing middle renters. I called it the mini-cooper of apartments because it is compact with nice finishes and amenities in a desirable and walkable neighborhood. The building itself is very similar to Permanent Supportive Housing projects, with all studio units having their own kitchen and bathroom, so even though it was not built with the intent to house the homeless, it will work seamlessly with minor tweaks. I'll publish a more in-depth comparison of this, but here are some quick notes: 1. The total development cost for this privately developed project is LESS THAN HALF of the average cost of subsidized affordable housing produced in LA. 2. The finishes are of market rate quality, so this building has much nicer apartments and amenities, including a full rooftop open space. It's a Class A building in a Class A location, with all the neighborhood amenities and transportation options. 3. LAHSA holds the master lease and will manage all individual tenants, providing property and asset management services, as well as wrap-around homeless services on-site. 4. Master lease is a 5-year term + 5-year option. This is an Opportunity Zone development, so the 10-year initial lease term is ideal since the investors have to hold for 10 years to take advantage of the OZ benefits. I was told a 10-year lease term concept is under consideration by LAHSA for the future. 5. Option to purchase - this property can be purchased in the future by the agency to keep this building as affordable housing in perpetuity. This project was built with ZERO public subsidies. To the owner of the building, master leasing the whole building means guaranteed rent payment, regardless of the actual vacancy rate. For the governmental agency, this is advantageous because it can instantly house people, and rental subsidies can be allocated immediately instead of waiting for a few years for construction to finish, which is the case with Project-Based Vouchers. The risk of development and construction with public money is completely eliminated. This system provides the best of both worlds: allowing private developers to produce housing efficiently while focusing subsidies to provide more rental assistance to help more people in need. In the US, federal rent subsidies are only able to assist 1 out of 4 people in need, trending towards 1 out of 5, according to a HUD executive. I think we have something here that can solve the high cost of affordable housing production and lack of rental subsidies. Matthew Haas André F.
