PJM is exploring a way to identify and process resources that can support reliability in the near term as it transitions to a reformed interconnection process and clears its new service requests. Donnie Bielak, Director, Interconnection Planning, introduced the Reliability Resource Initiative at the Oct. 8 meeting of the Planning Committee. PJM has expressed concern in recent years about having enough resources on the system to reliably serve electricity demand, as detailed in the February 2023 study, Energy Transition in PJM: Resource Retirements, Replacements & Risks. Here is a good example of agile thinking from PJM to find a way to work within their existing connection process to identify and expedite the connection of resources that can help address near-term resource adequacy and reliability challenges. "The Reliability Resource Initiative would create a one-time opportunity to accommodate resources that support near-term reliability by placing them into Transition Cycle #2 with an abbreviated application window. Projects would be assessed by their contribution to resource adequacy, with a focus on their reliability value; the date by which they could be in service; and their size in megawatts." Bravo PJM.

Great work by Synapse Energy Economics, Berkeley Lab and E4TheFuture in codifying Distributional Equity Analysis for distributed energy, and elevating it as and equal companion to Benefit-Cost Analysis. I'm hearing growing equity concerns about DERs - e.g., rising rates for renters/households/business who can't quickly weatherize/electrify/buy solar/storage/EVs; those "left behind" on natural gas. What if a project/program/investment passes BCA but worsens equity? Awesome to see these questions go mainstream - and a rigorous approach! I am looking forward to working on DER equity analysis!
