USITC VOTES TO CONTINUE INVESTIGATIONS ON CERAMIC TILE FROM INDIA The United States International Trade Commission (USITC) today determined that there is a reasonable indication that a U.S. industry is materially injured by reason of imports of ceramic tile from India that are allegedly sold in the United States at less than fair value and subsidized by the government of India. Chairman David S. Johanson and Commissioners Rhonda K. Schmidtlein, Jason E. Kearns, and Amy A. Karpel voted in the affirmative. As a result of the Commission’s affirmative determinations, the U.S. Department of Commerce will continue its investigations of imports of ceramic tile from India, with its preliminary countervailing duty determination due on or about July 15, 2024, and its preliminary antidumping duty determination due on or about September 26, 2024. The Commission’s public report Ceramic Tile from India (Inv. Nos. 701-TA-720 and 731-TA-1688 (Preliminary), USITC Publication 5515, June 2024) will contain the views of the Commission and information developed during the investigations. India has imposed anti-dumping duties on three Chinese products -- wheel loaders, gypsum tiles, and industrial laser machinery -- for five years to protect local manufacturers from cheap imports. This decision follows the conclusion of separate probes by the Directorate General of Trade Remedies (DGTR) that these products have been exported at a price below normal value in Indian markets, resulting in dumping and causing material injury to the domestic industry. The duties will be imposed for five years unless revoked, superseded, or amended. This is not the first time India has imposed anti-dumping duties on Chinese products, as earlier measures were also taken on toughened glass for home appliances and certain types of flax yarn from China. NON-REFILLABLE STEEL CYLINDERS FROM INDIA INJURE U.S. INDUSTRY, SAYS USITC The United States International Trade Commission (USITC) today determined that a U.S. industry is materially injured by reason of imports of non-refillable steel cylinders from India that the U.S. Department of Commerce (Commerce) has determined are sold in the United States at less than fair value and subsidized by the Government of India. As a result of the Commission’s affirmative determinations, Commerce will issue antidumping and countervailing duty orders on imports of this product from India. Effect of the Notification: Minimum Import Price of US Dollar 3.50 per Kilogram is imposed on (5) specific Synthetic Knitted Fabric ITC(HS) Codes for the period up to 15 September 2024. India Initiates Anti-Dumping Probe On Glass Fibre Imports From China, Thailand, Bahrain India has launched an anti-dumping investigation into the import of glass fibre from China, Thailand, and Bahrain. This move follows a complaint lodged by a domestic manufacturer, Owens-Corning (India) The probe, conducted by the commerce ministry's Directorate General of Trade Remedies (DGTR), aims to assess the extent of the alleged dumping of glass fibres and related products from these countries. Owens-Corning (India) has formally requested this investigation, claiming that the domestic industry is suffering material injury from the influx of low-priced imports. The DGTR's notification states, "On the basis of the duly substantiated written application submitted by the applicant and having reached satisfaction based on the prima facie evidence submitted by the applicant concerning the dumping of the product, the Authority hereby initiates an anti-dumping investigation." Should the investigation confirm that dumping has indeed caused material injury to Indian manufacturers, the DGTR is expected to recommend the imposition of anti-dumping duties on these imports. Anti-dumping investigations are standard procedures undertaken by countries to protect their domestic industries from unfair competition posed by the import of goods at below-market prices.
