U.S. Department of Defense Unveils Fulcrum Strategy to Elevate Cyber and IT Capabilities

TECHNET CYBER 2024 — Today, the Department of Defense announced the launch of its Fulcrum Strategy, a comprehensive plan designed to enhance the department's cyber, command, control, and communications capabilities. The initiative was officially signed by Deputy Secretary of Defense Kathleen Hicks on June 20 and aims to significantly improve infrastructure, interoperability, and sustainability, while optimizing the IT experience for the end user — the warfighter.
Leslie Beavers, principal deputy CIO at the DoD, highlighted during a media roundtable that "Fulcrum is about transforming our approach to technology, making it warfighter-centric rather than just functionally driven. We're focused on delivering intuitive, resilient, and combat-ready capabilities from the outset."
Key Initiatives and Goals
A core element of the Fulcrum Strategy is to bolster IT capabilities that support warfighters in complex, multi-domain operations, particularly in globally contested regions. "Our goal is to enhance information accessibility for warfighters, providing them with a decisive edge in decision-making," stated Savan Kong, Deputy CIO for Information Enterprise at the DoD.
Kong further emphasized efforts to modernize the network infrastructure, increasing data transfer speeds and incorporating resilience by addressing outdated legacy technologies. The strategy includes the implementation of 'zero trust' security measures to safeguard these modernized networks.
Optimizing IT Governance
The strategy also seeks to refine IT governance to boost delivery efficiency, reduce costs, and streamline policies. "This initiative is aimed at driving efficiencies in capability delivery and achieving cost savings, while also addressing the people, resources, and results aspects of our operations," Kong explained.
Future Steps and Collaboration
Looking ahead, the DoD will roll out an implementation plan for the Fulcrum Strategy later this summer. "As we advance with Fulcrum, collaboration across various departments and units within the DoD will be vital for reshaping how decisions are made and enhancing our technological capabilities," Beavers noted.
