Surface withdrawal from permanent detention or retention basins releases the cleaner water from near the surface and allows more time for pollutants to settle. Skimmers have been shown to greatly increase the trapping efficiency of sediment basins, obtaining over 90% trapping during construction. In combined sewer systems, baffles can be a simple, low-cost, low-maintenance option for preventing floatable debris from entering waterways during a sewer overflow event. However, in one pilot program that tested various floatables controls (see link in comments), Hazen & Sawyer found that "weirs and baffles [were] marginally effective – need good hydraulics at CSO diversion (check underflow velocity)."
