Truth Must Prevail On PR-177 today I saw from my car the sign I attached. It mentions seismic vulnerability reduction of short columns, Phase II. It is patently deceptive. The sign is in Guaynabo and refers to schools in Guaynabo. NO schools in Guaynabo suffered structural system damage of any kind during the 2020 earthquakes, regardless of the presence of any short or captive columns. There is no urgent need to do anything about them per the 2018 PR Building Code. What exactly will the seismic vulnerability reduction achieve we must certainly ask. Will the reduction make the structural system fully compliant with the structural system a new school designed and built to comply with the 2018 PR Building Code requirements will have? The answer is NO, Can old schools with short or captive columns be made as seismically capable as brand new schools that comply with the 2018 PR Building Code requirements? The answer is YES. Adding enough shear walls in both directions of the structure will achieve this. The reduction of vulnerability to future events is complete. The existing short or captive columns will have NO role in the seismic resistance of the upgraded structural system. Why is it acceptable to be completely misled by what the sign suggests? Who is the subject matter expert (SME) hired that advocates for this intervention? I can unequivocally state that he/she is NOT a member of the Earthquake Commission. The $276,808,592 in ARPA funds already spent were wasted doing this. I have no clue how much money from ESSER II funds continues to be spent doing more of the same. This ruse must end NOW.

CPP will join the world's largest earthquake drill tomorrow Oct. 17 during the #GreatShakeOut. Here's what you need to know: 🔹10:17am: CPP's Safety Alert System will send out a mass reminder of the drill via email, phone and text message to all students, faculty and staff. Be ready to DROP, LOCK, COVER, and HOLD ON. 🔹11:45am: CPP will send out mass messaging prompting the start of an earthquake evacuation drill. 🔹12:00pm: CPP will send out mass messaging indicating an “all-clear” to conclude the evacuation drill.
