A new report from the Mitchell Institute argues that #digitalengineering can accelerate fielding new weapons systems faster than traditional acquisition reform. Participants can work concurrently by using #digitalmethods, design, development, testing, and production, reducing delays. This shift is critical for the U.S. to match the rapid pace of adversaries like #China. Adopting digital methods has shown tangible benefits, including reduced rework rates and manufacturing times, as evidenced by Northrop Grumman's experience. The #DoD is working on converting the acquisition community's mindset to embrace these new methods, with younger employees driving the change. The report recommends incentivizing comprehensive digital engineering, investing in workforce training, promoting open standards, and modernizing IT infrastructures. The JSE has provided an invaluable opportunity for the DoD. While government-owned and operated per the article, it is still reliant on defense contractors when it comes to proprietary software, models and capabilities. Being reliant on this makes the environment subject to acquisition bureaucracy and inefficiencies. That has to stop today. What can DTTRs actually be? Near direct replication of a selected region of the world if provided high-fidelity imaging and map models, with the ability to “drag and drop” threat pictures and scenarios to provide mission readiness training for a variety of specialties as well as the tactical integration of DoD effects providers. Any entity or agency that slows the process of creating a simulated environment, whether it’s JSE or some other facility/ies, with appropriate “cockpit”, threat, weapon and geospatial realism must be reformed immediately. Any platform, system, weapon, datalink or communications method developed by industry must have a requirement to develop a simulated model of the capability ready to be plugged into this environment when going through development and not be an “added cost to R&D”. The ability to move high-end training from OARs into the digital world will allow us to increase efficiency of skills needed to succeed in conflict and integrate more effectively with security of the environment at the forefront. You can get months of training and integration in days within simulated environments, the process in which to make this training as fast as possible must now move at the speed of tech, not the speed of government operations.
