𝗔𝗹𝘂𝗺𝗡𝗼𝗱𝗲 𝗖𝗼𝗳𝗳𝗲𝗲 𝗕𝗿𝗲𝗮𝗸: 𝗦𝗰𝗶𝗲𝗻𝗰𝗲 𝗜𝗻𝘁𝗲𝗴𝗿𝗶𝘁𝘆 Is Science Self-Correcting? A Tale of Obscurantism, Slow Response, and Misconduct with Lonni Besançon The quick mapping and vaccine development for SARS-CoV-2 were impressive achievements. However, these events also reveal a significant problem: 𝘁𝗵𝗲 𝗽𝗿𝗼𝗰𝗲𝘀𝘀 𝗼𝗳 𝘀𝗵𝗮𝗿𝗶𝗻𝗴 𝘀𝗰𝗶𝗲𝗻𝘁𝗶𝗳𝗶𝗰 𝗶𝗻𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻 𝗵𝗶𝗴𝗵𝗹𝗶𝗴𝗵𝘁𝘀 𝗰𝗿𝗶𝘁𝗶𝗰𝗮𝗹 𝗶𝘀𝘀𝘂𝗲𝘀, which arise because political influences and the rush to publish can affect the accuracy and reliability of scientific reports. Distribution of Scientific Project Funds Using Big-Data and Operations Research Methods • Date: Friday, November 22, 2024 • Time: 11:00 AM – 12:00 PM • Location: I201 Peace Room, VinUniversity This talk explores the use of operations research and big-data methods to optimize fund allocation for scientific projects, addressing inefficiencies in manual methods and challenges in balancing diverse fields. Leveraging adaptive similarity fitting and historical project data, an input-output model is developed and aligned with pending projects using scaling factors. By framing fund distribution as a multi-objective optimization problem, the NSGA-II algorithm is applied to enhance allocation. Case studies show significant improvements in research and talent output, with potential reductions in total funding while maintaining output levels.
